Lacy Councilmember Tim Detering Councilmember Frank Collings Councilmember Wayne Barnhart Councilmember Sandra McCourt Councilmember George Buckner Councilmember Chuck Johnson EMPLOYEES IN ATTENDANCE ' City Attorney Devin Poulson City Clerk Dana Bamard LONG RANGE STRATEGIC PLAN Council discussed creating a long range plan, annexation, tourism, employees, space needs, and economic development. Conclusion: Council to identify key issues and develop a scope of work for a long range plan. COUNCIL POLICY TO VOTE OR CONFIRM MAYOR'S APPOINTMENTS Council discussed weighing in on appointments made by the Mayor such as Police Chief, Planning Commission Board Members, Community Development Director, and City Engineer. Mayor Lacy said he reviewed RCW 35A 12.090 regarding Appointments and hires. Conclusion: Amend Chapter 2 of the East Wenatchee Municipal Code to include the Police Chief, Public Works Director/City Engineer, and the Community Development Director as positions that need City Council approval. Council discussed the policy on credit card use and using a per -diem rate. Conclusion: Mayor will review options. GROWTH — URBAN GROWTH AREA (UGA) Council discussed utilities in the UGA, creating a management team with representatives from all entities to create an Elected Official Advisory Group. Conclusion: Mayor Lacy said he would check with the Community Development Director regarding this as there may already be a group formed to do this.
