Police Week and Peace Officers' Memorial Day — to be accepted by David Severance
Mayor Lacy read a Proclamation proclaiming Thursday, May 15, 2014, as Peace Officers' Memorial Day,
and observed the week of May 11-17, 2014, as National Police Week. Mayor Lacy presented the
Proclamation to David Severance.
Memorial Day — to be accepted by Bob Ashford
Mayor Lacy read a Proclamation proclaiming Monday, May 26, 2014, as Memorial Day. Mayor Lacy
presented the Proclamation to Bob Ashford. He stated there will be a Memorial Day Event held by the
Veterans of Foreign Wars and the Daughters of the American Revolution on that day located at the
Evergreen Cemetery in East Wenatchee, and the Cemetery in Wenatchee at 9 a.m., 10 a.m. at the
pedestrian bridge in East Wenatchee, and 11 a.m. Mayor Lacy noted that he speaks at the service every
year.

is a way to use the Community Development Block Grant money for this, and said if there are funds
remaining through planning dollars we would work on a study of the "Gateway" area, and figure out a
scoping of what the study would look like. She has talked with the Department of Transportation about
different possibilities and crossing options for pedestrians.
Mayor Lacy stated that this would enhance the current businesses located there, and get more people into
the downtown area. He said there is an issue whether the current owner would sell the property or not,
and what the City would do with it if he decided to sell. He noted that the City has discussed purchasing
the property and leasing it back to the current owner.
MAYORS REPORT
Mayor Lacy stated that the ideas being discussed at tonight's meeting will be the highlight for the Council
Retreat held on May 30, 2014, at 9:00 a.m. located at the Wild Card Sports Bar & Grill. He noted that the
retreat will have an open Agenda.
Mayor Lacy noted he is unable to attend a Wenatchee Valley Chamber of Commerce program on Friday,
May 16, 2014, located at the 191h Street trailhead at 9:30 a.m. Councilmember Detering volunteered to
attend in his place.
Mayor Lacy reported that he met with Rafael Aguilas Jr. with Fiesta Latina regarding a possible multi-
cultural Fiesta Mexicana/Non-Hispanic Event August 23, 2014, to incorporate all races. Mr. Aguilas
would like the City's support promoting his radio station, magazines, etc., and to possibly help with
funding. Mayor Lacy invited him to speak to Council about it, but Rafael does not want it to be a City
event and would like it to be run by the Hispanic community not as tourism promotion but as community
outreach.

Items listed below were distributed to Councilmembers in advance for study and were enacted in one
motion.
Council Action: A motion was made by Councilmember Buckner, second by Councilmember Raab, to
approve the Consent Calendar as presented. The motion carried, 5-0.

Mayor Lacy asked Councilmember Buckner if he could get the thoughts of the people at the
Economic Development District meeting regarding the Plan to do their own separate planning,
because he would be interested in how the people are feeling about that.
The followine reports/minutes were submitted in writing prior to the City Council meeting.

on April 10, 2014.
• Councilmember Raab — Minutes from the Storm Water Utility (SWU) Management Team
meeting held on March 20, 2014.

meeting held on April 21, 2014.

EXECUTIVE SESSION
At 7:51 p.m. Mayor Lacy called a five minute Executive Session regarding potential purchase/sale of real
property.
Council reconvened at 8:03 p.m.
Council Action: A motion was made by Councilmember Raab, second by Councilmember Barnhart to
deny or indicate that we have no interest in the sale of the portion of City parcel that is located on 15`h
Street.
The motion carved, 4-0. Councilmember Detering abstained.
