PROCLAMATION
Mayor Lacy read a Proclamation proclaiming April 1, 2014, as United Way of Chelan and Douglas
Counties 75ih Anniversary. Mayor Lacy invited United Way Executive Director Alan Walker to come
forward to accept the proclamation.
PUBLIC COMMENT
Sally Brawley, Eastmont Metropolitan Parks & Recreation Director, stated that the parking lot at Kenroy
Park is near completion.
BUDGET ISSUES)
Teresa Allen, Accounting Assistant/Executive Secretary, distributed the Budget Committee meeting
minutes for review prior to the Council meeting.
MAYORS REPORT
Mayor Lacy gave an update regarding the proposed merger of the Regional Transportation Planning
Organization (RTPO) and the Chelan -Douglas Metropolitan Planning Organization (MPO) into a unified
governing body. He said the RTPO voted not to accept the reorganization. However, they did accept the
development of a proposal for a Unified Regional MPO/RTPO Board which will be brought back for
acceptance or rejection.
Councilmember Detering suggested having a joint City Council and Planning Commission meeting to
discuss items coming up that are inter -related.

CITY OF EAST WENATCHEE COUNCIL MINUTES MARCH 25, 2014
IRESOLUTION NO.2014-05
A Resolution of the City of East Wenatchee, Washington adopting the City of East
Wenatchee Policy for Compliance Regarding Americans with Disabilities Act of
1990 and Section 504 of the Rehabilitation Act of 1973, and repealing Resolution
2013-19 and 2013-1&
ACTION ITEMS)
14-03-08 A Professional Services Agreement between the City of East Wenatchee and Rob Merrill
for Maintenance and Landscaping of Japanese Garden.
Presented by: Steven C. Lacy, Mayor
Council Action: A motion was made by Councilmember Detering, second by
Councilmember McCourt, to approve the Agreement; and to further authorize the Mayor
to execute the document. Motions were withdrawn for further review, and the
Agreement will be presented on the Agenda at the next Council meeting.
14-03-09 Potential stormwater utility purchase of surplus Washington State Department of
Transportation (WSDOT) parcel fronting on 19ih Street NW for regional stormwater
facility.

Council Action: A motion was made by Councilmember Johnson, second by
Councilmember Detering, to approve a $5,000 down payment, pending results of an
appraisal review, for purchase of property for a stormwater facility. The motion carried,

COUNCIL REPORT(S)
Councilmember Johnson noted that Councilmembers Detering, Barnhart, McCourt and
himself attended an informational Infrastructure Summit meeting as part of the North End
Area planning study project near Odabashian Bridge, sponsored by the Port of Douglas
County on Wednesday, March 12, 2014.
The following reports/minutes were submitted in writing prior to the City Council meeting.
Councilmember Collings — Minutes from the Chelan -Douglas Health District meetings held on
February 24, 2014 and March 17, 2014.
