He also inquired about access to the Loop Trail at 9'h Street and Sunset Highway as part of the downtown beautification project. Mayor Lacy noted that the City has money appropriated for the downtown area. However, we do not have a plan put together from the Planning Commission. He said he has requested that Staff get the planning process completed as soon as possible. Mayor Lacy also noted that there is access from the new cloverleaf section of the Loop Trail onto 6 h Street and up to Valley Mall Parkway. He added another point of access we are working on is in connection with the intersection at the foot of 9'h Street for pedestrian and bicycle traffic. Brandon Mauseth, Land and Water Resource Program Manager, gave an update regarding the Stormwater Retrofit Project, and noted that a Public Outreach event with the Downtown Association is tentatively being planned for April 22nd regarding the municipal parking lot on Valley Mall Parkway. Councilmember Detering asked if additional street lighting could be added to the Development Plans for the downtown area. Community Development Director Lori Barnett stated that the Douglas County PUD cannot put any additional street lights downtown. However, they can add light -eliminating diode (LED) lighting that would double lumens and reduce consumption. She said she has researched changing lights to LED, and will include it in the planning process. The motion carried, 7-0. 14-03-02 Agreement for Services with David Kelts for assistance with the Misawa Delegation during their tour to Misawa, Japan. Presented by: Steven C. Lacy, Mayor Council Action: A motion was made by Councilmember Detering, second by Councilmember Buckner, to authorize the Mayor to sign the Agreement for Services with David Kelts. The motion carried, 7-0. 14-03-03 Amendment No. 1 to the Professional Services Agreement with RH2 Engineering for the Valley Mall Parkway and Yd Street Stormwater Retrofit Project. Presented by: Brandon Mauseth, Land and Water Resource Program Manager Council Action: A motion was made by Councilmember Raab, second by Councilmember Collings, to approve the Contract Amendment No. 1 for the Professional Services Agreement with RH2 Engineering; and to further authorize the Mayor to sign the Agreement. The motion carried, 7-0. ' 14-03-04 Service Agreement Contract with Divco for the City's HVAC system. Presented by: Greg Pezoldt, City Engineer Council Action: A motion was made by Councilmember Detering, second by Councilmember Johnson, to approve the 2014 Service Agreement in the amount of $11,064 plus tax; and to further recommend this Service Contract be reviewed and re - advertised for 2015 Service.
