She applauded Councilmember Raab's view on the matter, and said she shares his concern. Ms. Schooley said she is a former local Police Officer and has seen first-hand the detrimental outcomes and devastation marijuana causes. She urged Councilmembers to carefully consider the greater threat when making their decision tonight, and asked them to uphold the desires of the majority of our constituents of our community by voting no. Kristin Burnham, Business owner at 101 11`" St NE, East Wenatchee, stated she has had continuous trouble with visitors frequenting the tobacco store next door to her business that are smoking and loitering on their front steps. She said she was unaware how far marijuana has come until she read an article in the newspaper about the matter and is concerned for their business, and the community. She hopes nothing gets done without more information being put out into the community. Farzan Farizar, Real estate services for Washington State Department of Transportation (WSDOT), was present and prepared to answer any questions Council may have regarding a proposal for the purchase and sale of property near the SR 285 Interchange. The motion carved, 7-0. 1. Consideration of Minutes — Regular Session, January 28, 2014 2. Consideration of Payables i. 2014 Payables — As of this date, February 11, 2014, Council does approve check numbers 40356 through 40358 and 40397 through 40473 in the total amount of $195,154.48. Checks 39836, 40200, and 40375 were voided. ORDINANCE(S) 14-01-07 Second reading of an Ordinance of the City of East Wenatchee adopting interim regulations pursuant to RCW 35A.63.220 and RCW 36.70A.390; adopting regulations on marijuana related uses for a period of six months while the City considers and drafts permanent regulatory controls; prohibiting medical cannabis collective gardens in all zoning districts of the city; permitting the production, processing and/or retailing of marijuana as regulated pursuant to Washington State Initiative No. 502 in certain commercial zoning districts; repealing Ordinance No. 2013-06; entering legislative findings; providing for severability; declaring an emergency; and establishing an effective date.
