ROLL CALL Mayor Pro Tempore Tim Detering Councilmember Harry Raab Councilmember Frank Collings - excused Councilmember Sandra McCourt Councilmember Wayne Barnhart Councilmember Chuck Johnson - excused Councilmember George Buckner EMPLOYEES IN ATTENDANCE City Attorney Devin Poulson City Clerk Dana Barnard Police Chief Randy Harrison Community Development Director Lori Barnett City Treasurer/Finance Director Nick Gerde City Engineer Don McGahuey Clerical Assistant Shawn Munson BUDGET ISSUES Finance Director Nick Gerde reviewed the Budget Committee Meeting minutes included in the packet, and noted that it is important for them to understand in terms the Financial Plan as the Budget Committee is done with the multi -year Capital Planning. He also noted there is some uncertainty as to whether we receive a Public Works Trust Fund Loan in the amount of $1 million dollars which would negatively affect the Financial Plan. MAYOR'S REPORT Mayor Pro Tempore Detering reported that City Councihnembers toured three Washington State Department of Transportation Surplus sites that the City shall consider for purchase and/or trade for the funds received from the Sellar Bridge Interchange Project. Eastmont Parks Director Sally Brawley stated that she thought the Board of Commissioners would be very open to maintaining or developing additional land that the City may acquire as part of their Inter Local Agreement, and it would be well received. Mayor Pro Tempore Detering asked Councilmember McCourt to give a brief report on the Misawa Delegation visit. Councilmember McCourt stated that it went very well and fun was had by all, she reviewed some of the activities they attended, and mentioned that they would not be coming in October this year due to the high costs of traveling. The motion carried, 5-0. 13-05-06 Resolution of the City of East Wenatchee authorizing the Mayor to execute the WSDOT Local Agency Agreement Supplements for the 9 h Street and 15"' Street Pavement Preservation Projects. Presented by: Don McGahuey, Public Works Director Council Action: A motion was made by Councilmember Raab, second by Councilmember Barnhart, to adopt the resolution authorizing the Mayor to execute the WSDOT Local Agency Agreement Supplements for the 9`h Street and 15W" Street Pavement Preservation Projects. The motion carried, 5-0. RESOLUTION NO.2013-08 A Resolution of the City of East Wenatchee authorizing the Mayor to execute the WSDOT Local Agency Agreement Supplements for the 9th Street and 15th ' Street Pavement Preservation projects. 13-05-07 Resolution of the City of East Wenatchee designating a Certifying Officer and an Environmental Officer on behalf of the City for projects funded by the U.S. Department of Housing and Urban Development. Presented by: Lori Barnett, Community Development Director Council Action: A motion was made by Councilmember Buckner, second by Councilmember McCourt, to adopt the Resolution designating a Certifying Officer and an Environmental Officer on behalf of the City for projects funded by the U.S. Department of Housing and Urban Development. The motion carried, 5-0. Presented by: Lori Barnett, Community Development Director RESOLUTION NO.2013-09 A Resolution of the City of East Wenatchee designating a Certifying Officer and an Environmental Officer on behalf of the City for projects funded by the U.S. Department of Housing and Urban Development. 13-05-08 An Ordinance of the City of East Wenatchee, Washington, amending the East Wenatchee Municipal Code to expand the ability of residents to have farm animals and provide standards applicable to keeping them in a residential area by adding new definitions in chapter 17.08, amending sections 17.24.030, 17.28.020, 17.28.030, 17.32.020, 17.32.030, and 17.72.200, containing a severability clause, and establishing an effective date.
