Mayor Pro Tempore Detering read a proclamation proclaiming the week of May 12-18, 2013, as "National Police Week", and May 15, 2013, as "Peace Officers' Memorial Day". Mayor Pro Tempore Detering thanked Police Chief Randy Harrison and all other Officers for their service, and invited Police Chief Harrison to come forward to accept the proclamation on behalf of the City Council and the City of East Wenatchee. PRESENTATION Patrick Walker, Bicycle/Pedestrian Transportation Planner with the Wenatchee Valley Transportation Council, presented the "Greater Wenatchee Bicycle Network Master Plan" project. Jeff Wilkens, Executive Director for the Wenatchee Valley Transportation Council was also present to provide information about the Plan. Mr. Walker briefly reviewed items from each Chapter of the Plan, spoke about objectives, bikeways, riders, projects, plan goals, implementation of the plan, funding, policy actions, plan focus, and developing a Wayfmding Plan that is understandable and useful to people in the community, which they hope to see done in the next 3-5 years. ' Mr. Walker said they have been working with Schools, Communities, Parents, and Service Clubs in the area to help everyone understand that the Plan is about creating transportation options for people in the community whether they have to ride a bike or choose to. Mayor Pro Tempore Detering mentioned that Apple Blossom was the time of year when they have the joy of hosting the Sister City Delegation coming from Misawa, Japan. He said they would arrive Thursday, May 2, 2013, at 3:30 PM, and there would be a Welcome Reception at the Pybus Market for all to attend. He said there were also other opportunities to attend that could be located on the Sister City Website, wenatcheevalleymisawa.org, on the City of East Wenatchee's website, east-wenatchee.com, or in our newsletter, and if there were any questions they could contact Executive Secretary Teresa Allen at the City Hall for more information regarding those opportunities. ORDINANCE 13-04-09 First reading of an Ordinance of the City of East Wenatchee, Washington, amending Ordinance Number 2012-16, which set the East Wenatchee Budget for 2013. Presented by: Nick Gerde, Finance Director Council Action: A motion was made by Councilmember Collings, second by Councilmember Johnson, to elevate the Ordinance to a second reading.
