PROCLAMATION
Mayor Lacy read a proclamation proclaiming April 9, 2013, as "National Service Recognition Day".
The Mayor thanked the volunteers in attendance for service to the community and invited Allen Deitz
forward to accept the proclamation on behalf of the Corporation for National & Community Service.
PRESENTATION
Link Transit General Manager Richard DeRock gave a presentation of "Current Happenings" at Link
Transit which included the Financial Picture, Proposed Service Changes, Proposed Fare Changes,
Electronic Technology Issues, Vehicle Issues, Electric Busses, and Other Projects. He also reviewed the
2013 Operating Revenue Projections and, Annual and Fixed Route Boardings.
PUBLIC COMMENTS
Dave Schwab, Veterans of Foreign Wars (VFW) 3617 Post Commander, said that Douglas County
receives funds from the Federal Government for Veterans Programs. These funds go to a Veterans Relief
' program that has been set up through VFW 3617, with guidelines to help Veterans who are in a financial
dilemma. He added VFW Post 3617 also contracts with Disabled American Veterans to provide van
service from East Wenatchee to the Spokane Veterans Administration Hospital two days a week for
veterans who cannot drive or do not have the resources.

ACTION ITEMS
13-03-06 Authorization for the Mayor to accept and sign an Easement Agreement with Fred Meyer
Stores, Inc., for the access connection to the Apple Capital Loop Trail and responsibility
for maintenance.
Presented by: Lori Barnett, Community Development Director.
Council Action: A motion was made by Councilmember Johnson, second by
Councilmember McCourt, to authorize the Mayor to sign an Easement Agreement with
Fred Meyer Stores, Inc., for the access connection to the Apple Capital Loop Trail. The
motion carried, 6-0.
Councilmember Detering noted an article from the Wenatchee World regarding a second car show during
Apple Blossom which is being held during the same time as the Classy Chassis Parade. He expressed
concern of this event being held in direct competition with Classy Chassis. Councilmember Barnhart also
expressed concern regarding the event being held during the same time as Classy Chassis. Mayor Lacy
said his only concern was that the City was not noted that the car show is an Apple Blossom Festival
sanctioned event.
Councilmember Johnson said he would be attending his first Solid Waste Advisory Committee meeting
as well as the Technical Advisory Committee meeting and said if anyone had any input for those
meetings to contact him.
Councilmember Detering gave a brief update from the Storm Water Utility meeting he attended for
Councilmember Raab.
