He noted the next Budget meeting is scheduled for March 28, 2013. Finance Director Nick Gerde reviewed the Financial Report for the month of February 2013. Community Development Director Lori Barnett reviewed the Rediscover Historic Downtown East Wenatchee Vision Statement which included a list of proposed "Projects and Activities" and an aerial map depicting additional street parking by reducing the number of travel lanes and converting parallel to diagonal parking. The motion carried, 6-0. 13-03-02 Authorization to award the bid for the Eastmont Avenue Reconstruction Project and the Misawa Way and 0' Street Preservation Project to the lowest responsive bidder, KLB Construction. Presented by: Brandon Mauseth, Associate Engineer. Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Raab, to award the bid for the Eastmont Avenue Reconstruction Project and the Misawa Way and 8'" Street Preservation Project to KLB Construction. The motion carried, 6-0. 13-03-03 Approval of consultant selection for stage two of the comprehensive plan amendment project including an urban growth area expansion and authorization to negotiate a scope of work and budget for the proposal with Studio Cascade Inc. Presented by: Lori Barnett, Community Development Director. Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Johnson, to approve the consultant selection for stage two of the ' comprehensive plan amendment project including an urban growth area expansion and authorization to negotiate a scope of work and budget for the proposal with Studio Cascade Inc. The motion carried, 6-0. 13-03-04 A Resolution of the City of East Wenatchee, authorizing the Mayor to sign an Interlocal Services Agreement with the Wenatchee Reclamation District for work to be completed during the Eastmont Avenue Reconstruction Project. Presented by: Brandon Mauseth, Associate Engineer. Council Action: A motion was made by Councilmember Detering, second by Councilmember Barnhart, to approve the resolution authorizing the Mayor to sign an Interlocal Services Agreement with the Wenatchee Reclamation District for work to be completed during the Eastmont Avenue Reconstruction Project. The motion carried, 6-0. Mayor Lacy read the resolution title. Resolution No. 2013-04 A Resolution of the City of East Wenatchee, Washington, authorizing the Mayor to sign an Interlocal Services Agreement with the Wenatchee Reclamation District during the Eastmont Avenue Project. 13-03-05 A Resolution of the City of East Wenatchee, Washington, approving establishing a bank account for the East Wenatchee Transportation Benefit District.
