DEPARTMENT REPORTS
Finance Director Nick Gerde reviewed the financial report for the month of January 2013.
Community Development Director Lori Barnett gave a presentation regarding several options for a
potential upgrade to the Council Chamber Video System. Council agreed by consensus to a permanent
mounted painted screen at an estimated cost of $2,500 to be completed within the next month or two.
MAYOR'S REPORT
Mayor Lacy reported that Misawa Mayor Taneichi has moved forward with his plan to ship a bread
making machine that grinds rice and bakes a loaf of fresh bread. He said the machine is ready to be
picked up at Whidbey Island Naval Station in Oak Harbor and City Attorney Devin Poulson has indicated
a willingness to pick the machine up while he is in the Seattle area on City business. The Japanese
Delegation will demonstrate this machine while on their visit during Apple Blossom.
Mayor Lacy said the deadline for the applications to participate as a delegate to Misawa, Japan this year is
Friday, February 15, 2012. He noted that he would be attending this year and asked if there was interest
from a Councilmember to attend as well. He noted that Councilmember McCourt expressed an interest in
participating this year.

13-02-04 Approval of a Professional Services Contract with RH2 Engineering for General Services
2013-2014.
Presented by: Donald McGahuey, Public Works Director.
Council Action: A motion was made by Councilmember Buckner, second by
Councilmember Raab, to approve a Professional Services Contract with RH2
Engineering for General Services 2013-2014. The motion carried, 5-0.
13-02-05 Approval of an Interlocal Agreement with Douglas County PUD allowing for
improvements to PUD facilities during the Eastmont Avenue Project from Grant Road to
9t° Street NE.
Presented by: Donald McGahuey, Public Works Director.
Council Action: A motion was made by Councilmember Detering, second by
Councilmember Collings, to approve an hnterlocal Agreement with Douglas County PUD
allowing for imrovements to PUD facilities during the Eastmont Avenue Project from
Grant Road to 99 Street NE. The motion carried, 5-0.
13-02-06 Approval of a Consultant Supplemental Agreement with RH2 Engineering to provide for
engineering services for the Misawa Way and 80'Street preservation project.
Presented by: Donald McGahuey, Public Works Director.
Council Action: A motion was made by Councilmember Detering, second by
Councilmember Buckner, to approve a Consultant Supplemental Agreement with R112
Engineering to provide for engineering services for the Misawa Way and 8's Street
preservation project. The motion carved, 5-0.
COUNCIL REPORTS
Mayor Lacy reported that the Town Toyota Center Board has continued to do an excellent job of
developing policies and requiring accountability with respect to the financial operation of the entity. He
added this also includes having the General Manager more accountable for risk relating to contracts for
services.

Governing Board meeting held on December 3, 2012.
• Councilmember Frank Collings — minutes from the Chelan -Douglas Health District Board of
Health meeting held on December 17, 2012.
• Councilmember Raab — minutes from the Storm Water Utility Management Team meeting held
on January 24, 2013.
