PUBLIC COMMENTS
Jeff. Kienzle, East Wenatchee commented on the joint meeting held with the Douglas County
Commissioners regarding the Capital Facilities Plan and Urban Growth Area noting that issues need to be
addressed regarding sewer.
BUDGET REPORT
Finance Director Nick Gerde, noted that the next scheduled Budget Committee meeting will be held
August 8, 2013.
DEPARTMENT REPORT
Public Works Director/City Engineer Don McGahuey gave an update on the emergency street repair on
13`h Street noting that the work was completed and the source of the water was from irrigation. He said
the Eastmont Project is clearly underway and pretty much on schedule however due to the weather the
paving portion of that project has fallen behind. He noted that other projects are not under construction
and are still in the design phase, including the 9`h street and 15'h Street projects, as well as Citywide safety
projects.

Improvement Program for 2014-2019. The motion carried, 4-0.
RESOLUTION NO.2013-13
A Resolution of the City of East Wenatchee, Washington, adopting a Sig -year
Transportation Improvement Program for 2014-2019, directing the City Clerk
to file this resolution with the Secretary of Transportation.
13-06-04 First Reading of an ordinance of the city of East Wenatchee, Washington, amending the
East Wenatchee Municipal Code to update requirements for home occupations. The
changes include chapters 17.08 to amend and add new definitions, amending chapters
17.24, 17.28, and 17.32 pertaining to permitted uses, accessory uses, and conditional uses
in residential zoning districts, deleting conditional uses in chapter 17.64, amending
chapter 17.66 for home occupations, amending section 17.72.080(A) relating to signs in
residential districts, amending chapter 17.84 regarding administration of the zoning code,
containing a severability clause, and establishing an effective date.

Mayor Pro Tempore Detering read first reading of the ordinance.
Mayor Pro Tempore Detering said he attended the signing ceremony for the Apple Capital Loop Trail
Title and Property Transfer from Washington State Department of Transportation to the City of East
Wenatchee and Douglas County.
At 7:04 p.m. Mayor Pro Tempore Detering called a twenty minute executive session regarding ongoing
litigation.
At 8:24 p.m. Mayor Pro Tempore Detering extended the Executive Session an additional five minutes.
Council reconvened at 7:29 p.m.
