David Schwab, Post Commander, VFW Post 3617, 211 l ld' Street NE, noted that in the month of May
many Schools are awarding their High School students with various types of scholarships, and the VFW
participates by providing scholarships the four High Schools in Douglas County. He added it was very
encouraging to see the number of groups, organizations, and families in North Central Washington that
support furthering a student's education, as well as the number of scholarships being provided to students.
He noted there were three Memorial Day ceremonies, one in East Wenatchee, one at the bridge, and one
at the Wenatchee Cemetery. The Patriotic Council, which consists of all the military type service
organizations in the valley get together to organize the Memorial Day ceremonies. He said that the
Attorney General from the State of Washington also came to participate. He added that the ceremony in
Wenatchee had a superior speaker who spoke from his heart and from his head, and it was actually a
ceremony that really made sense and got people to think, so he thanked Mayor Lacy for that.
MAYOR'S REPORT
Mayor Lacy noted that the Association of Washington Annual Conference would be taking place June
25°i and if any Councilmembers were interested in going this year to let the City Clerk know prior to June
5m.
Mayor Lacy gave an update in regards to the Town Toyota Center with regards to the Wenatchee Wild
leaving the arena and a new team coming in. He also noted that the Public Facilities District purchased
the Wenatchee Wild name and logo.

Council Action: A motion was made by Councilmember Johnson, second by
Councihnember Buckner, to hold a public hearing regarding the proposed ordinance
relating to farm animals. The motion failed, 3-4, (Johnson, Detering, Collings, and Mayor
Lacy voting in favor of rejecting the motion.)
Council Action: A motion was made by Councilmember Johnson, second by
Councilmember Detering, to approve the Ordinance relating to faun animals with the
addition of requiring an annual review. The motion carried, 4-2. (Raab, Buckner)
Mayor Lacy read the Ordinance Summary.
ORDINANCE NO.2013-03
An Ordinance of the City of East Wenatchee, Washington, amending the East
Wenatchee Municipal Code to expand the ability of residents to have farm animals
and provide standards applicable to keeping them in a residential area by adding
new definitions in chapter 17.08, amending sections 17.24.030, 17.28.020, 17.28.030,
17.32.020, 17.32.030, and 17.72.200, containing a severability clause, and
establishing an effective date.
RESOLUTIONS
13-05-11 A Resolution of the City of East Wenatchee, Washington designating a Certifying Officer
and an Environmental Officer on Behalf of the City for projects funded by the U.S.
Department of Housing and Urban Development.

Council Action: A motion was made by Councilmember Detering, second by
Councilmember Johnson, to adopt the resolution authorizing the Mayor to execute the
WSDOT Local Agency Agreement Supplements for the 9'h Street and 15'° Street
Pavement Preservation Projects. The motion carried, 5-0.
RESOLUTION NO.2013-08
A Resolution of the City of East Wenatchee authorizing the Mayor to execute
the WSDOT Local Agency Agreement Supplements for the 9th Street and 15w
Street Pavement Preservation projects.
Mayor Lacy said there will be a ten minute executive session following the Council reports this evening.
Councilmember Detering said he attended the Chamber of Commerce Leadership Training Program with
the final event being a bike ride around the Apple Capital Loop Trail where they stopped at various
stations and spoke to Elected Officials and Business Leaders.
At 8:03 p.m. Mayor Lacy called a ten minute executive session regarding Contract Negotiations Council
reconvened at 8:09 p.m.
