Planning Lori Barnett, Community Development Director gave a brief overview of the Planning Commission meeting held on April, 3, 2012, regarding the Rediscover East Wenatchee Downtown Visioning Project — to identify opportunities and constraints in the Downtown to develop a vision for the Downtown. Ms. Barnett said the room was divided into 5 working groups with 3 discussion topics. Following each discussion one member of the each group presented a recap from their group discussion. Mayor Lacy opened the public hearing at 7:00 p.m. The following spoke in opposition of the City endorsing the Wenatchee Regional Events Center: Kathy Humphrey, Mansfield, Al Lorenz, Manson, Mike Bocatch, East Wenatchee, and Nathan Scott, East Wenatchee. The main concerns were whether the arena will ever be able to support itself financially, a renegotiation of the bond notes has not taken place, whether Wenatchee should face the issue on their own, and whether due to the Appearance of Fairness, there are two Councilmembers that should recuse themselves from voting. The following spoke in support of the City endorsing the Wenatchee Regional Events Center: ' Sally Brawley, East Wenatchee. Mayor Lacy closed the public hearing at 7:32 p.m. RESOLUTION 12-04-02 A Resolution of the City of East Wenatchee, Washington, supporting the Greater Wenatchee Regional Events Center Public Facilities District's April 17, 2012, special ballot measure to increase sales tax and use tax by one -tenth of one percent (0.1 %). Presented by Steven C. Lacy, Mayor Mayor Lacy asked City Attorney Poulson to respond to the Appearance of Fairness issue raised during the public hearing. Mr. Poulson stated that unless the Councihnembers in question have a personal financial interest in Proposition 1, recusal is not the remedy. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Buckner, adopting the resolution supporting the ballot measure to increase sales and use tax by one -tenth of one percent (0.1 %). The motion carried, 6-0.
