Presented by Douglas County Transportation and Land Services Planning Manager Glen DeVries. Commissioner Stanton opened the floor for public comments regarding the information presented this evening. Commissioner Action: A motion was made by Commissioner Jenkins, second by Commissioner Snyder to adopt Ordinance TLS 12-05-08B, Ordinance TLS 12-06-08C, and Ordinance TLS 12-06-08D, Commissioner Stanton concurred. Ms. Barnett asked Council to consider the request and authorize staff to pursue drafting an agreement for final action by the Council. Council agreed by consensus to move forward with the requested recommendation. MAYOR'S REPORT Mayor Lacy reported that the senate bill regarding the Town Toyota Center has not yet passed. Mayor Lacy said the Wenatchee Valley Sister City Association has approved a delegation that includes 10 adults and 10 students to go to Misawa, Japan in August. He said in past years there has always been someone delegated that guides the delegation on trains and tours, and this year we do not have anyone to do that. He suggested the Council consider paying David Kelts to lead the delegation this year and have the City pay for his trip. Council Action: A motion was made by Councilmember McCourt, second by Councilmember Johnson to pay David Kelts' way to Misawa, Japan in exchange for him guiding the delegation. The motion carried, 6-0. ' Mayor Lacy said Friday, March 91h has been set for conducting a Council Retreat at the Wild Card Sports Bar and Grill commencing at 9:00 a.m. and concluding in the afternoon. He said that a policy should be established to pay for the lunch expense and asked Council if they would consider approving this expense and finalizing the policy at the next scheduled Council meeting. Council agreed by consensus to approve the expense. CONSENT CALENDAR Items listed below were distributed to Councihnember's in advance for study and were enacted in one motion. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Buckner, to approve the Consent Calendar with the amendment to page 3, agenda item 12-02-04 of the minutes to include Council Action. MINUTES FEBRUARY 28, 2012 ' 12-02-10 A Resolution to rescind the Point -of -Sale Notification program for motor oil retailers established by Ordinance 95-2, which implemented the used oil collection program. Presented by Mayor Steven C. Lacy. Council Action: A motion was made by Councilmember Detering, second by Councilmember Johnson, to rescind the Point -of -Sale Notification program for motor oil retailers established by Ordinance 95-2. The motion carried, 6-0. City of East Wenatchee, Washington Resolution No. 2012-06 A Resolution of the City of East Wenatchee rescinding Ordinance Number 95-2 relating to the Point -of -Sale Notification Program. 12-02-11 A Resolution authorizing the Mayor to sign an Interlocal Agreement for the Trail Agreement. Presented by Public Works Director Don McGahuey. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Detering, authorizing the Mayor to sign the Permit and Agreement with ' the Wenatchee Reclamation District for the Columbia River Bridge — East Approach to the Pedestrian Bridge for construction, maintenance and repair of the pedestrian and bicycle improvements on the Apple Capital Loop Trail. The motion carried, 6-0. City of East Wenatchee, Washington Resolution No. 2012-07 A Resolution of the City of East Wenatchee authorizing the Mayor to sign a Permit and Agreement with the Wenatchee Reclamation District for the Columbia River Bridge - East Approach. 12-02-12 First reading of an ordinance eliminating Chapter 2.28 of the East Wenatchee Municipal Code related to mileage reimbursement, by repealing Ordinance 327 and Ordinance 91-2. Presented by Mayor Steven C. Lacy. Mayor Lacy elevated the ordinance to second reading. Council Action: A motion was made by Councilmember Buckner, second by Councilmember McCourt, to adopt the ordinance eliminating Chapter 2.28 of the East Wenatchee Municipal Code related to mileage reimbursement, by repealing Ordinance 327 and Ordinance 91-2. The motion carried, 6-0.
