Lacy Councilmember Chuck Johnson - excused Councilmember Wayne Barnhart - excused Councilmember Tim Detering Councilmember Sandra McCourt Councilmember George Buckner Councilmember Frank Collings Councilmember Harry Raab EMPLOYEES IN ATTENDANCE City Attorney Devin Poulson City Clerk Dana Barnard Community Development Director Lori Barnett ' City Treasurer/Finance Director Nick Gerde Public Works Director Don McGahuey Clerical Assistant Shawn Munson Nick Gerde, Finance Director — Financial Report for the Month of December and Year Ending 2011 Devin Poulson, City Attorney said that upon a request from City Council he looked into property located just east of City Hall which is owned by a local congregation that has stated they will not be building a church on that property as originally anticipated. He said the property owners wish to maintain a large portion of the property but they are also interested in the city purchasing 1.848 acres of the property that joins the current City Hall property. This would square off the City boundaries. Mr. Poulson said he had received a notice that the property located at 800 N. Eastmont Avenue, which is the former Kentucky Fried Chicken Offices will be going up for bid. The property has been appraised at $600,000 - $650,000. He said an auction for the sale of the property will be held February 24, 2012, with an opening bid of $475,000. Council discussed the location of the two properties, the space needs analysis that states the need for additional space, and the desirability of purchasing property adjacent to the current City Hall campus for future expansion. ' Mayor Lacy said that with our current cash position, and the grant funding we have received for street projects which require a matching fund, he believes the property adjacent to the current City Hall property makes more sense. He said if there was no objection from the Council he would like Mr. Poulson to inquire about the asking price of the church property and to inform the proper authority that the City will not be bidding on the Eastmont property. No objection was heard from the Council. Presented by Don McGahuey Public Works Director. Council Action: A motion was made by Councilmember Raab, second by Councilmember Buckner, to approve the recommendation to select the Firm RH2 Engineering for design and right of way engineering services for the Eastmont Avenue — Grant Road to 3'd Street NE Project, and to further authorize the Mayor to negotiate and execute a contract not to exceed $250,000. The motion carried, 5-0. 12-01-05 A Resolution of the City of East Wenatchee amending the Manual of Personnel Policies and procedures. Presented by City Attorney Devin Poulson. Council Action: A motion was made by Councilmember Collings, second by Councilmember Raab, to adopt the resolution amending the Manual of Personnel Policies and Procedures. The motion carried, 5-0. City of East Wenatchee, Washington Resolution No. 2012-03 A Resolution of the City of East Wenatchee adopting the City of East Wenatchee Manual of Personnel Policies and Procedures. ORDINANCE 12-02-04 An ordinance of the City of East Wenatchee authorizing the Mayor to execute the First Amendment to Interlocal Agreement regarding the Greater Wenatchee Regional Events Center Public Facilities District. Presented by Mayor Steven C. Lacy Mayor Lacy elevated the ordinance to second reading. Council Action: A motion was made by Councilmember Buckner, second by Councilmember Raab, authorizing the Mayor to execute the First Amendment to Interlocal Agreement regarding the Greater Wenatchee Regional Events Center Public Facilities District. The motion carried, 5-0.
