PRESENTATION
Community Videos - Community Development Director Lori Barnett and Executive Secretary showed
six videos prepared by CGI Video that will be linked to the City website. Ms. Barnett said there will be
opportunities for businesses to have their advertising logos placed on there. The six videos included a
welcome message from Mayor Lacy who also noted East Wenatchee as the first non-stop transpacific
flight and the Sister City relationship with Misawa, Japan. The remaining videos included; Education,
Real Estate and Relocation, Tourism and Things To Do, Dining & Shopping, and Quality of Life.
PUBLIC COMMENTS
Marcia Maloney, 292 N Joseph Avenue, expressed concerns of the City changing the City's Noise
Ordinance and believes the issue came up due to complaints of neighboring residents after the annual
Relay for Life event was held at the Eastmont High School Stadium.
Mayor Lacy explained that the City Noise Ordinance may have come to Council's attention because of
the event. However, the review of the ordinance will not be driven by a single complaint about a specific
group or event, but rather to take a look at what is in the best interest of the citizens of East Wenatchee in
' general.

' ii. 2012 Payroll — As of this date, November 13, 2012, Council does
approve check numbers 36806 through 36839, 36909 through 36912,
and 36917 through 36963 for October 2012 payroll in the amount of
$350,499.14.
PUBLIC HFARING
12-11-01 A public hearing to consider whether the City of East Wenatchee should create a
Transportation Benefit District (" TBD' ). The proposed TBD would include the entire
boundaries of the City of East Wenatchee, would have the authority to impose a $20 car -
tab fee without voter approval, and would use the collected revenue to fund and complete
transportation improvements that preserve, maintain and operate existing infrastructure of
the city consistent with the requirements of chapter 36.73 RCW.
Mayor Lacy clarified that funds from the Transportation Benefit District could be
designated specifically for identified projects.
Mayor Lacy opened the public hearing at 7:35 p.m.
Councilmember Johnson read a letter he was given from Don Oliver, 1640 Harrington
Lane, indicating his support for Transportation Benefit District allowing the authority to
impose a $20 car tab fee.

ORDINANCE
12-11-02 First reading of an ordinance creating and establishing the East Wenatchee
Transportation Benefit District and adding Chapter 4.42 to the East Wenatchee Municipal
Code.
Presented by: Steven C. Lacy, Mayor.
Council Action: A motion was made by Councilmember Johnson, second by
Councilmember McCourt, to elevate the ordinance to second reading. The motion
carried, 7-0.
City Attorney Devin Poulson noted a correction to the ordinance under section 4.42.030
(G) he said the paragraph was duplicated and suggested removing the paragraph and turn
paragraph (H) into paragraph (G).
Council Action: A motion was made by Councilmember Buckner, second by
Councilmember Johnson, to adopt the creating and establishing the East Wenatchee
Transportation Benefit District and adding Chapter 4.42 to the East Wenatchee Municipal
Code with the noted correction. The motion carried, 6-1. (Barnhart)

Council Action: A motion was made by Councilmember Detering, second by
Councilmember Barnhart, to approve the Employment Contract with Devin Poulson for
services as City Attorney. The motion carried, 7-0.
12-11-03 Approval of a Contract with Corban Security for the City Hall Master Key / Proximity
Project.
Presented by: Don McGahuey, City Engineer
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Collings, to approve the Contract with Corban Security for the City Hall
Master Key / Proximity Project. The motion carried, 7-0.
COUNCIL REPORTS
Councilmember Barnhart reported that interviews for a potential new Director for RiverCom will take
place this Friday.
Eastmont Metropolitan Parks District Director Sally Brawley reminded Council of the Wings N' Wishes
"Arrival of Santa" parade taking place Thursday evening at 6:30 p.m
Councilmember Buckner said he will be attending the Economic Development District meeting and the
Regional Transportation Organization meeting in Chelan on Wednesday. He said there may be discussion
regarding the possible increase in size of the Metropolitan Planning area.
Councilmember Detering noted that the Chamber of Commerce Noon Network Luncheon will be held
tomorrow at the Wild Card Restaurant with the topic being Marketing and Advertising. He added the
joint ChamberNisitor's Bureau is looking for a more prominent location for their offices.

Councilmember Barnhart — minutes from RiverCom Administrative Board meeting held on
October 10, 2012.
At 8:12 p.m. Mayor Lacy called a 10 minute executive session regarding ongoing litigation. Council
reconvened at 8:22 p.m.
