PUBLIC COMMENTS
Eastmont Parks & Recreation Director of Parks Sally Brawley, gave an update on the summer activities
which included: Day Camp that was attended by over 1,400 kids throughout the summer; Street Rod Car
show held at the 91' Street park, Wag'n Tail Dog Day held at Eastmont Community Park and sponsored
by the Wenatchee Valley Humane Society and the Wenatchee Kennel Club; British Car Show held at
Tedford Park; Vintage Chevrolet Car Club with over 125 cars held at Tedford Park; Pop Warner Football
League at 5a' Street with 100 kids playing, and 40 young ladies participating in a Cheerleading Program;
NCW Football League with over 100 kids playing at Eastmont Community Park. She said the Autumn
programs have started which include: Fall Baseball, Youth Basketball, Fall Tennis, and Art Programs.
Ms. Brawley noted maintenance this year was kept to a minimum which included some small paving
projects. She added the Parks District is looking forward to the next budget year so they can survey the
park as the irrigation system is in need of being replaced and in doing so they would like to look at
upgrading the playground and possibly adding a splash pad like the one at Rotary Park in Wenatchee. Ms.
Brawley handed out brochures of the fall programs. She also noted that they recently signed a new
contract with YMCA for the swimming pool.
BUDGET ISSUES
' Finance Director Nick Gerde reviewed the process for budget preparation. He reminded the Budget
Committee that the Department Heads will be presenting their budget information on September 12t'. He
added the Budget Committee will also discuss compiling a potential list of budget amendments in order to
do a budget amendment for the 2012 budget year.

AUGUST 28, 2012
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Detering, to award the Small Works Paving Project to Granite
Construction and authorize the Mayor to execute the contract. The motion carried, 6-0.
12-08-06 Approval of staff recommendation to select BCRA Architects for design services of a
snow guard system for the East Wenatchee City Hall Roof and to authorize the Mayor to
negotiate and execute a contract.

Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Johnson, to select BCRA Architects for design services of a snow guard
system for the East Wenatchee City Hall Roof and to authorize the Mayor to negotiate
and execute a contract. The motion carried, 6-0.
COUNCIL REPORTS
Councilmember Barnhart thanked the people involved in producing the recent newsletter, he said it was
very good and thought the articles from the Department Heads were very appropriate, and were
exceptionally well done.
Councilmember Barnhart added that River Com is doing a search for a new Director, and one of the
discussions that will be coming up is a possible nation-wide search. He said some of the Board members
want to put a big amount of money into a fund to do that and he is one of the people against that. He said
he would like to keep the search in the Northwest as employees have not gotten a pay raise for four years
and to take $10,000 or so and put it in the Fund and deprive your employees of an actual raise, in his
Councilmember position, is wrong, and if anyone thinks he is wrong let him know because he represents
all of them.
Councilmember Johnson asked Don McGahuey if he had researched a previous request of a different
approach to snow plowing by plowing everything to the middle of the street in residential areas that have
wider streets. Mr. McGahuey said that he has the report 90% complete.
Councilmember Raab asked the Mayor if he wanted to report on the meeting he attended for
Councilmember Detering at the Chamber of Commerce.
Councilmember Raab said Chamber of Commerce passed a motion to combine with the Wenatchee
Valley Visitors Bureau, and at that meeting he asked if that was approved by Mayor Lacy and they told
him yes, but when he talked to Mayor Lacy there seemed to be a misunderstanding.
Mayor Lacy stated that he doesn't have a right to approve or disapprove of actions by outside agencies
like that, he said he had expressed to the Council at least a month ago, that unless the two criteria were
met that he advocates for, those being that whichever agency handles this has autonomy and also, that we
have the same kind of voice in terms of the decision making that we had with the Visitors Bureau.
Otherwise, he would advocate against contributing City dollars toward the agency. The question of
whether they merge or don't merge is, to him, not the issue. He said the question is, after they merge
what is it going to look like, and how is it going to affect our relationship with however they decide to
handle this, because the merger is preliminary to deciding on what structure they will employ. He added
that he still does not know anything about that structure.
