Mayor Pro-Tem Johnson introduced the following Adult Delegation: Tim Detering, Apple Blossom Princess Devyn Huylar, Karen Breeden, Ronald Griffith, Rick & Susan Linder, Donna Wendt, Margaret Viebrock, David Kelts, Jeril Hansen, and Karen Clarke. Mayor Pro -Tent Johnson introduced the following Students and presented them with Ambassadors Certificates: Katie Dodge, Whitney Killoran, Sarah Kneadler, Deborah Lawless, Kaitlyn Lotts, Adrian Marquis, Vivian Noyd, Zachary Parsons, Tanner Rookard, and Hannah Tobin. BUDGET ISSUES Finance Director Nick Gerde said the Budget Committee met on August 7, 2012, in which they: reviewed the joint Loop Trail Project with Douglas County which has received approximately $151,000 in grant funds and will require an additional $6,000 in funding for the 2013 project; held a discussion regarding Department Head presentations of the budget as well as underlying assumptions for the changes in labor ' including payroll and benefit issues; reviewed future Budget meetings dates; discussed including a Residential Street Project list in the Annual Financial Plan; and discussed two requests that have been made to the Public Works Trust Fund Board for the Eastmont Rebuild and the rebuild of 10th Street from Eastmont Avenue to Kentucky Avenue. The motion carried, 5-0. RESOLUTION NO.2012-19 A Resolution of the City of East Wenatchee, Washington, approving the 2012 Annual Financial Plan. ACTION ITEMS 12-08-04 A Memorandum of Agreement with Waste Management of Washington, Inc., regarding reduction of collection service to non-paying customer's. Council Action: A motion was made by Councilmember Raab, second by Councilmember Collings, authorizing the Mayor to sign the Memorandum of Agreement with Waste Management of Washington Inc. The motion carried, 5-0. The followine reports/minutes were submitted in writing prior to the City Council meeting. • Councihnember McCourt — minutes from the Housing Authority of Chelan County & the City of Wenatchee meeting held on June 21, 2012. • Councilmember Barnhart — minutes from the RiverCom Administrative Board meeting held on July 11, 2012. • Mayor Lacy — minutes from the Wenatchee Valley Transportation Council meeting held on July 12, 2012. • Councilmember Frank Collings - proposed 2013 Fund #144 Countywide Solid Waste Program Budget, and the 2nd quarter report of the Enhanced Community Recycling Program as well as the General Used Oil Collection Program.
