He then introduced Wenatchee Police Captain Doug Jones who gave a presentation regarding a recommendation from the Spillman Applications Administrator (SAA) Task Force. The Task Force has looked at the issue in order to determine the best method of implementing a regional SAA to be a point -of -contact for Spillman related issues and standardization. He reviewed the background of the five agencies within Chelan and Douglas Counties that have been using Spillman Technology Inc., he described the inefficiencies and liabilities and courses of action that were considered along with the comparison criteria. He reviewed three recommendations which included; • Independent SAA paid for and reporting directly to the five agencies at an annual cost of $100,000 / $20,000 per agency, • Contract with Athena Advanced Networks with an annual cost of $43,200 / $8,600 per agency (plus an $800 start-up fee) or, • Employ a current employee as a half-time SAA at an annual cost of $0. Councilmembers asked questions and discussed the contribution per agency being split equally versus a proportionate contribution. Council agreed by consensus that East Wenatchee is willing to make a contribution of some kind. Mayor Lacy said he would like the Task Force to involve the five agencies in negotiations with regards to the contribution rate and to ensure all jurisdictions agree with a particular recommendation. No payroll checks were voided. 12-07-03 Authorization by the City Council giving Mayor Lacy approval to sign the loan documents for renewal of the Line of Credit from Banner Bank. Presented by: Finance Director Nick Gerde Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Buckner, authorizing the Mayor to sign the loan documents for the Line of Credit with Banner Bank. The motion carried, 7-0 12-07-04 9th Street and 15'h Street Pavement Preservation Projects Consultant and Local Agency Standard Consultant Agreement. Presented by: Public Works Director Don McGahuey Council Action: A motion was made by Councilmember Johnson, second by Councilmember Detering, to hire Pace Engineering for design engineering services for 9" Street and 15ih Street preservation projects. The motion carried, 7-0. 12-07-05 A discussion regarding non-payment of Mandatory Garbage Collection Services. Presented by: City Attorney Devin Poulson and Municipal Relations Manager Ken Gimpel of Waste Management. It was agreed by consensus to bring forward a Memorandum og Agreement for approval at the next scheduled City Council meeting.
