PROCLAMATION
Mayor Lacy read a proclamation proclaiming May 13-19, 2012, as Police
citizens of East Wenatchee to observe Wednesday, May 15'" as Peace Officers
of East Wenatchee.

'Memorial Day in the City
Stan Morse, City of Chelan, said he is a Board member of the Farrington Foundation which is a non-profit
group that strives to create and preserve open spaces in the great America Outdoors, promote conservation
education and empower youth involvement in outdoor videography and storytelling in various multi-
media formats.
Mr. Morse said the Farrington Foundation is sponsoring a short film contest called "Why I Love My State
Park", open to students in Chelan, Douglas, and Okanogan Counties. The films, which will allow kids an
opportunity to express themselves, will be posted on the State Parks website. He said prizes range from
$500 - $2,500 and only 100 entries will be accepted, a total of five from each school district. He added the
website to print out the rules and entry forms is f iendsoffarrington.org.
Nick Gerde, Finance Director, reported the next Budget Committee meeting will be held at City Hall on
Tuesday, May 15`s. He added this meeting is open to the public.

The motion to adopt the Resolution repealing Resolution 2009-05 and establishing
small works roster to award public works contracts. The motion carried 7-0.

A Resolution of the City of East Wenatchee, Washington, repealing Resolution 2009-
05 and establishing a small works roster to award public works contracts.
A discussion regarding the Manual of Personnel Policies and Procedures, Travel Expense Authorization
Reimbursement.
City Attorney Devin Poulson expressed concerns of changing a policy only two months after it was
passed.
Councilmember Barnhart stated that in his opinion, a mistake was made when they passed the policy. He
believes the employees should be reimbursed at the Internal Revenue Service business rate, not the
charitable rate.
Council discussed the use of personal vehicles, city vehicles, and the different reimbursable rates.
Mayor Lacy said if there are no objections he would have the City Attorney draft a resolution to amend
section 4.6 (b) changing Internal Revenue Service reimbursement rate for employees from the charitable
organization rate, to the business rate.
COUNCIL REPORTS
Councilmember Buckner reported that he had received positive comments from Classy Chassis
participants regarding the parade and crowd control.
Councilmember Johnson said as a past president of the Association of Washington Cities, he had accepted
an offer from the State Auditor's Office (SAO) to attend a discussion meeting with representatives from
Cities, Counties, Elected Officials, and Staff regarding ways the SAO could make things more efficient
and effective. He said as a former business owner he pointed out that it would be nice to know how each
type of business ie., Police Departments, Public Works Departments, Office Supply Stores, service type
businesses etc., compare to other businesses across the United States as far as expenses, wages, rent,
utilities, financial statements etc., in order to see how we compare to other areas.
EXECUTIVE SESSION
At 6:12 p.m. Mayor Lacy called a 10 minute executive session regarding potential litigation. Council
reconvened at 6:18 p.m.
