Lacy Councilmember George Buckner Councilmember Wayne Barnhart Councilmember Chuck Johnson - Excused Councilmember Harry Raab Councilmember Dennis Hendricks Councilmember Dave Bremmer Councilmember Sandra McCourt EMPLOYEES IN ATTENDANCE City Attorney Devin Poulson City Clerk Dana Barnard Police Chief Randy Harrison City Treasurer/Finance Director Nick Gerde City Engineer Don McGahuey Community Development Director Lori Barnett Municipal Court Judge Chancey Crowell PLEDGE OF ALLEGIANCE DEPARTMENT REPORTS Community Development Community Development Director Lori Barnett said the City has been asked by several business owners to initiate a Downtown Planning Project for the area generally located along Valley Mall Parkway between the Douglas County PUD and the Wenatchee Valley Mall. She said there have been two meetings regarding the subject in which some topics mentioned relate to: Parking, Landscaping, Signage, Lighting, Access, and Sidewalk Amenities. Ms Barnett said a meeting notice has been sent to all the business owners and property owners in the location described, inviting them to attend the East Wenatchee City Council meeting on February 22, 2011, inviting them to voice their views regarding a planning project in the downtown area. MAYOR'S REPORT Mayor Lacy reported that there have been meetings with both Unions and there are Tentative Agreements to bring to Council for consideration. He said the items left to negotiate are dollars and organization as it relates to the Salary and Benefit Schedule. He added these will require Executive Sessions and he is adding that to this meeting's agenda. City Attorney Poulson said an executive session is not required as this is union negotiations. Therefore, we can adjourn this meeting and hold a union negotiation committee meeting for an unlimited amount of time. COUNCIL REPORTS Councilmember Buckner thanked Councilmember Johnson for sitting in on the Economic Development District and Resource Conservation & Development meetings in his absence. Mayor Lacy said we may have a chance to get one of our preservation projects funded through the Wenatchee Valley Transportation Council allocation. Councilmember Hendricks asked if the businesses were current in paying their gambling tax. He was informed that the businesses were all current in paying their tax. The following reports/minutes were submitted in writing prior to the City Council meeting • Councilmember Buckner — Wenatchee Valley Transportation Council meeting from December 9, 2010. • Councilmember Johnson — North Central Washington Economic Development District meeting from January 12, 2011, and from North Central Washington Resource Conservation & Development Annual meeting from January 12, 2010. • Councilmember Barnhart — RiverCom 911 meeting minutes from January 12, 2011, which also included a letter to Governor Christine Gregoire from the Washington State Enhanced 911 Advisory Committee regarding the proposed 2011-2013 Operating Appropriations Bill.
