PROCLAMATION
Mayor Lacy read a proclamation proclaiming May 1-7, 2011, as Public Service Recognition Week. He
presented the proclamation to Kent Clarida, President of Local Chapter 239, National Active and Retired
Federal Employees.
PUBLIC COMMENTS
Ex -Director of Parks David Schwab, Eastmont Metropolitan Park District, introduced Sandy Brawley as
the new full-time Parks Director. Ms. Brawley gave a brief biography of herself, which included her
participation on local boards and events in the Wenatchee Valley.
PRESENTATION
Douglas County Engineer Doug Bramlette, gave a presentation on the Eastside Apple Capitol Loop Trail
project. He said they received funding for the East Terminus Pipeline Bridge Enhancements Project, the
32nd St NW Trail Realignment Project, and the Trail Mile Monuments & Signage Project. He said the 61h
Street NE and Valley Mall Parkway Multi -Use Trail and Streetscape Improvements were not funded. He
added that portion of the project can still be included if the City would like, however, it would cost the
City approximately $37,000. Mayor Lacy said this would be something for the budget committee to
consider.

CITY OF EAST WENATCHEE COUNCIL MINUTES
APRIL 26, 2011
1. Consideration of Minutes — Regular Session, April 12, 2011.
2. Consideration of Payables and Payroll
i. 2011 Payables — As of this date, April 26, 2011, Council does approve
check numbers 32729 through 32836, in the total amount of $91,085.36.
No payables checks were voided.
ACTION ITEMS
11-04-07 Bid award for the construction of a materials storage building.
Presented by Public Works Director, Don McGahuey.
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Bremmer, to award the bid for the storage building to the lowest
bidder, Western Ranch Buildings LLC, and authorize the Mayor to sign the
contract. The motion carried, 6-0.
11-04-10 Entering into agreements and developing processes to enable the City to accept
and process debit/credit cards in payment for goods and services provided by
City departments.
Presented by Finance Director, Nick Gerde.
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Bremmer, to approve the recommended action and authorize the
Mayor to sign the necessary agreements. The motion carried, 6-0.
ORDINANCE
11-04-08 An ordinance amending sections of the East Wenatchee Municipal Code relating
to signage in residential and commercial zoning districts.
Presented by Community Development Director Lori Barnett.
Mayor Lacy read the ordinance title and elevated the ordinance to second
reading.
ORDINANCE NO.2011-03
AN ORDINANCE OF THE CITY OF EAST WENATCHEE,
WASHINGTON, AMENDING ONLY SUBSECTIONS A. B. AND C.
OF EAST WENATCHEE MUNICIPAL CODE SECTION 17.74.080
RELATING TO SIGNAGE IN RESIDENTIAL AND COMMERCIAL
ZONING DISTRICTS, CONTAINING A SEVERABILITY CLAUSE,
AND ESTABLISHING AN EFFECTIVE DATE.
Council Action: A motion was made by Councilmember Johnson, second by
Councilmember Barnhart to adopt the ordinance amending sections of the East
Wenatchee Municipal Code relating to signage in residential and commercial
zoning districts. The motion carried, 6-0.
