He added this leaves an open position on the Parks Board and said if anyone is interested to contact the EMPD. Nathathan Scott, 918 Manzanel Street NE, said on the agenda this evening is an action item to approve a Sponsorship Agreement with Cedars Inn. He said he would like Council to carefully consider endorsing one private business over another as it could create a precedence and a conflict of interest. BUDGET ISSUES Nick Gerde, Finance Director, gave a PowerPoint presentation of the draft 2011 Annual Financial Plan. He reviewed the financial plan elements, revenues and expenditures, capital projects, risk assessment, and conclusions. Council Action: A motion was made by Councilmember Raab, second. by Councilmember Buckner, to adopt a resolution approving a waiver of street improvements associated with the Galey Short Plat. The motion carried, 5-0. 11-04-03 A resolution approving a waiver of street improvements for sidewalk installation associated with a building permit proposed by Sabrina Martinez for parcel 22201230054. Presented by Community Development Director Lori Barnett. Mayor Pro-tempore Hendricks read the resolution title. RESOLUTION NO.2011-04 A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINTON, APPROVING A WAIVER OF STREET IMPROVEMENTS ASSOCIATED WITH A BUILDING PERMIT PROPOSED BY SABRINA MARTINEZ FOR PARCEL 22201230054, AND ESTABLISHING AN EFFECTIVE DATE. Council Action: A motion was made by Councilmember Raab, second by Councilmember Buckner, to adopt a resolution approving a waiver of street improvements associated with a building permit proposed by Sabrina Martinez. The motion carried, 4-1. (Hendricks) . ACTION ITEMS 11-04-04 A Contract with Tom Vetter, EcoPlan & Design - Downtown Project. Presented by Community Development Director Lori Barnett. Council Action: A motion was made by Councilmember Bremmer, second by Councilmember Johnson, to approve a contract with EcoPlan & Design for the Downtown Project. The motion carried, 4-0. (Hendricks abstained) 11-04-05 Sponsorship Agreement between the City of East Wenatchee and Cedars Inn, East Wenatchee, Inc. Presented by City Attorney Devin Poulson. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Buckner, to approve the Sponsorship Agreement between the City of East Wenatchee and Cedars Inn, East Wenatchee, Inc.
