He expressed concerns regarding the four-way stop on 0 Street NE and Valley Mall Parkway stating that he has almost been t-boned in that intersection on multiple occasions and asked if the City would consider installing a traffic light at that intersection. Mayor Lacy said with respect to the garbage collection issue, state law requires that we put contracts of that nature out for public bid. The Council formed a committee of three members of the City Council for purposes of evaluating those bids which were evaluated based on two criteria which consisted of compliance with minimum levels of service for the collection of solid waste and for the collection of designated recyclables adopted by Ordinance No. 2011-04, and the cost for doing those services. Based on that information the Council committee made a recommendation to begin negotiations with the company selected. He added this does not award the contract, it simply allowed us to enter into negotiations with the low bidder to see if we can arrive at a mutually agreeable contract. ' Mayor Lacy said he intended to reserve comments until his Mayor's report. However, since questions had been asked, he would be addressing them at this time. He said that he has been involved in negotiation sessions with the Waste Collection Company recommended by the Council Committee. He stated that in August of 2011, Waste Management sought and obtained a Washington Utilities and Transportation Commission (WUTC) permit for the purpose of offering a subscription service to people they serve in this area. This would give residents the ability to dispose of yard waste, which has been the primary use of the four free dumps, at a subscription rate. Waste Management did not tell us whether or not they would have continued to offer the four free dumps in 2012, however he suspected that they were getting ready to eliminate that service because it would have competed with their subscription service. When the City Council adopted the minimum levels of service in East Wenatchee which are to be included in the new contract, the four free dumps were not a requirement. He added that during the negotiations, one of the issues is how to provide the ability'for our citizens to dispose of waste that they can't dispose of in their totes, either through some kind of subscription service or some other means. Mayor Lacy stated that the cost of the changeover from one company to another is not a financial issue for the City because the new company would be required to provide the same level of service as well as the same equipment in any changeover that occurs. He added it is still undecided whether changeover from one company to another is going to occur, it depends on the progress of the negotiations. Mayor Lacy said that under the proposed new contract the City should be obtaining more of the revenue from recycling than we were obtaining from the previous contract which gives the City quite an interest in making sure that recycling continues. Finance Director Nick Gerde said the Budget Committee completed their discussion on the 2011 budget. However, the discussion regarding budget amendments was not discussed and was sent under separate cover. He reviewed the amendments for the 2011 budget including the schedule of amounts and purposes. Mr. Gerde distributed and reviewed the 2012 Preliminary Financial Budget and 2012 Budget Assumptions and Highlights which included the primary revenue estimates for 2012; the primary expenditure budget assumptions for 2012 costs; budgeted expenditure categories for 2012; primary assumptions for capital costs for street preservation projects, intersection signal lighting and street reconstruction projects; cash flow statements including a summarized high level cash flow summary, and major revenue sources that included expense categories for the 2012 preliminary budget, 2011 estimated actual, and the 2011 budget. Mr. Gerde said the next scheduled Budget Committee meeting for November 17, 2011, conflicts with the Arrival of Santa Parade and he would like to reschedule the meeting for Wednesday, November 16, 2011, at 5:30 p.m. Mayor Lacy reminded Council there would be a break for an executive session on the issue of contract negotiations related to garbage service. Presented by Devin Poulson, City Attorney. Mr. Poulson explained that currently the Wenatchee Valley Humane Society charges the City $64,600 per year to provide animal control services. The current contract expires on December 31, 2011. The Humane Society has split the animal control services off into a limited liability company and they have made two proposals to the City. The first one would increase the amount of the contract to $74,472. The other offer is that they will accept a minimal increase to $66,482, if the City Council would agree to double the license fees. Councilmembers discussed the dollar value the Humane Society receives for licenses, concerns of a truck purchase, a half price fee to senior citizens, setting options and increasing the fees. Mayor Lacy asked if there were any objections in pursuing the increase. No objections were heard. The following reports/minutes were submitted in writing prior to the City Council meeting. At 7:47 p.m. Mayor Lacy called a thirty minute executive session regarding contract negotiations. Council reconvened at 8:17 p.m. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Barnhart, to suspend negotiations with Sunshine Disposal and ' begin negotiations with other contractors for garbage collection services.
