He added he will be reading this proclamation at the Daughters of American Revolution meeting on September 15, 2011. PUBLIC COMMENTS Nathan Scott, 918 Manzanal Street, East Wenatchee, expressed concerns regarding placement of campaign signs. He said there are candidates placing their campaign signs on private property without permission from the property owner. He added unauthorized campaign placement can lead to assumptions of supporter endorsement when none exist. The motion carried, 5-0. Council Action: A motion was made by Councilmember Buckner, second by Councilmember Johnson, to amend the motion to change the priority of projects, moving project number 3, Eastmont Phase 2 to project number 4, and moving project 4, 15'` Street NE Project to project number 3, and adopt the resolution amending the Six -Year Transportation Improvement Program for 2012-2017. RESOLUTION NO.2011-14 A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING ITS SIX -YEAR TRANSPORTATION IMPROVEMENT PROGRAM AND DIRECTING THE CITY CLERK TO FILE THIS RESOLUTION WITH THE SECRETARY OF TRANSPORTATION AND THE TRANSPORTATION IMPROVEMENT BOARD FOR THE STATE OF WASHINGTON. Councilmember Bremmer said he had been contacted by a property owner regarding trees and bushes on the corner of Grant Road and June Avenue which is causing a sight distance problem. Councilmember Johnson said there is another area of concern in his neighborhood regarding a sight distance problem. He said he would send an email to Public Works Director, Don McGahuey, regarding the location. Mayor Lacy reminded Council that one of the issues being discussed at the Wenatchee Valley Transportation Council (WVTC) meetings is the whether the federal government will move to increase the size requirements for establishing Metropolitan Planning Organizations (MPO's) in the country. If that were to occur we would no longer have a Metropolitan Planning Organization for this area, which would have a significant impact on federal revenues for the Wenatchee Valley. Councilmember Johnson asked if we needed to discuss the news release received from Wenatchee City Attorney, Steve Smith, regarding the Chelan County Superior Court Ruling and the next steps for city participation on the Public Facilities District Bond Issue. Mayor Lacy said we do not need to discuss it at this time. However, at some point the City Council will need to make a decision in terms of whether or not they are in favor of allowing a public vote with respect to sales tax increase. He said until we have heard some type of presentation we will not make any decision.
