ROLL CALL Mayor Steven C. Lacy Councilmember Dennis Hendricks Councilmember George Buckner Councilmember Chuck Johnson — Excused Councilmember Dave Bremmer Councilmember Harry Raab Councilmember Sandra McCourt Councilmember Wayne Barnhart EMPLOYEES IN ATTENDANCE City Attorney Devin Poulson City Clerk Dana Barnard Police Chief Randy Harrison Community Development Director Lori Barnett City Treasurer/Finance Director Nick Gerde City Engineer Don McGahuey Clerical Assistant Shawn Murison PLEDGE OF ALLEGIANCE PUBLIC COMMENTS Nathan Scott, 918 Manzanal Street, East Wenatchee, said he had questions regarding the draft resolution adopting City Council Rules of Procedure related to the practice of auditing City resources, specifically auditing email, and also the three minute time limit for public comments. He stated he would like to comment on action items 11-08-08 and 11-08-09 when they come to the floor for discussion. City Attorney responded, stating that the City Council has the authority to run its meeting as they see fit and choose not to receive public comments all together, or they may not require there to be a time limit at all. He said if there is a belief that someone is abusing the system the City can call Key Methods and get a report. We are in the process of putting out bids for our Information Technology Services. We are also looking into purchasing a program that allows the Mayor and his designee to monitor usage in real time. BUDGET ISSUES Finance Director Nick Gerde, reviewed an email he had sent to Mayor Lacy regarding Budget Activities and Scheduling in which the Mayor agreed to the recommendations. The recommendations included cancelling the Budget Committee meeting scheduled for August 25, 2011, Distributing budget materials to department heads, Schedule Budget Committee meetings for September 15, 2011 and September 22, 2011. z •)Iaom Iluo uo jaillo puu ,uoiIoiulsuoD Suiln(I saoin iaS„ Ioafo.id y uoXuvD jo(ISm — Ouiiaouftg M glim IouiluoD sooiAnS Iuuoissa3oid LO-80-1 i SNHJLI N0113 ' 't,Z'059`£9£$ 3o Iunotuu Iulol ail ui T09££ g2Inoi p 9t5££ puu `16Lb££ g2noigl 17£t££ siaquinu joaio anoiddu soop IiounoD `I IOZ `£Z lsii2nd `alup sill jo sd — IIo u Id TT pZ I saiqu,Cud jo uoiluiapisuoD Z I IOZ `61sand `uoissoS iuln2iaZl—salnu!Wjo uoiluiapisuoD •I '0-9 `poiuuo uoiloui oq1, •paluosaid su npuoluo luasuoo ail anoiddu of `l.iuiuiug jagwoui iounoo Xq puooas `jau3Iong aaquiaugiounoD Xq opuui suns uoiloui d :uoilaV liaunoa •aoiloui Quo ui palouua wom puu Apnls .iod aouunpu ui s,jaquiauiliouno3 of paingulsip aiam molaq palsil suialI HWIM2111va ZNHSNoo 'IiounoD .cIiD oqI glim •ui•d 00:5 Iu `I IOZ `LZ .iaquialdaS uo 09L 'oN uoiun luoo-I sxalsuivaL qj!m Sulloaui uoiluipaux oq IliM aiatll plus uosinod uinaQ Aauzolld f4iD •Ioafoid aoiAias f4!unuiuioo u su lol SupI.iud poumo A4iD ail ui Munn Suiuiuloi u 2uil3n4suo3ui aludioilred of ol!l Pinom ioango siq jo si3quiaui lugl pouoiluaui ic)mwo.ig aagwom!ounoD loofoid uoiltAnsoid gN jo34S gISI atg jo Suilnpagos aqI puu spund ail Xjipoui of urei20id Iuauianoiduil uoiluliodsuu.iZ ju3A-xiS aql puatuu of paau ITtm A4!D agl spun3 luuoilippu asatg ulitA •Ioafoid uoiluniQsa.ld Iaa% R,ST aql of papiumu uaaq anuq spunj luuoilippu plus XoniugoTi uoQ aoloaii(I s3lioM oilgnd 03Ioupu3g) T-S `paiuuo uoiloui oqj •laaispuaids otg uo umogs saizoSoluo otg ui slunoum Jullop asagl da031 of `.iau3Iong .iagwaugiouno3 Xq puooas `aaunuazg aaquiauiltounoD Xq opum suns uoiloui V moilav iiaunoa •.iod pasn aq Iltm spurij ail lugm 2uimogs pagiluapt slaafoid ogioads o3pl oslu pinom CM poppu aqS •spund osogl aluoollu of ftoi are am moq o2uugo puu uuld 01OZ ail 2uipuaure Inoilim sl;)ogs uo pasn oq Aluo uuo spun] osogl puu `Z6L`66$ I1401 010Z U104 JOAO l931 spuni agJL '9I6`£O1$ 11401 T TOZ ao3 poprumu spun•I umi2oid ail 2uimogs laagspuaids u pamaina.i aqS *I I OZ ui papiumu are Iug1 spund jo omltpuadxo aqI aanoo Aluo uuo uuld I IOZ oq1 paluls aqS 'uvId 01OZ ail puatuu am ssalun .reaX umi2oid I IOZ ano ui II i?uipuads on, am q?nogl uan,a luauinoop OIOZ Jno ui palsil sum lugm uutll iaglo 2uiglAuu uo Aauotu ail puads Iouuuo am `.ianamog •sloafold IIOZ ail glim ui Aouow lugl papnloui aqs os JOAO }Jai 000`66$ puu om OIOZ ui auop sloofo.id laags ail Ia2 lou pip om osnuoaq plus QRS wa,C lugl ui papuodxo oq of On spun3 osogl puu auop oq of 2uio2 axu Iugl sloofo id agl jo Isil u ilim luauinoop u liuigns noA .iuoX ioua pins aqS •.read 2uimollo3 ail luads aq of Xouotu Iugl uiui2oid uuo am JUQX uaA? 8 ui 3an.o klal Aauotu anuq am ji Alluoid q lugl pouiuldxa aqS •luauinoop ail ui palsil QJQm lugl sloofoid ail lnoqu patuaouoo aiam Aail pies aiS •uuld uoilo' Iunutid .ino paniaoai puq Xogl 2uiluls (CM) luauidolOAO(I uugin puu 2uisnoH uiord Jo:nal u paniooaj c4i0 ail pins Ilau.iug izO'I .iolowiQ luouidolanaQ c!unwwoD J?I0a32i .LmawlUIddaQ I I0z `£Z LSfIJnH sgifiNm iiDxnoD gaIDZdmam isvzi 30 A.LID CITY OF EAST WENATCHEE COUNCIL MINUTES AUGUST 23, 2011 Presented by Don McGahuey, Public Works Director.
