PUBLIC COMMENTS
Nathan Scott, 918 Manzanal Street, East Wenatchee, said he had questions regarding the draft resolution
adopting City Council Rules of Procedure related to the practice of auditing City resources, specifically
auditing email, and also the three minute time limit for public comments. He stated he would like to
comment on action items 11-08-08 and 11-08-09 when they come to the floor for discussion.
City Attorney responded, stating that the City Council has the authority to run its meeting as they see fit
and choose not to receive public comments all together, or they may not require there to be a time limit at
all. He said if there is a belief that someone is abusing the system the City can call Key Methods and get
a report. We are in the process of putting out bids for our Information Technology Services. We are also
looking into purchasing a program that allows the Mayor and his designee to monitor usage in real time.
BUDGET ISSUES
Finance Director Nick Gerde, reviewed an email he had sent to Mayor Lacy regarding Budget Activities
and Scheduling in which the Mayor agreed to the recommendations. The recommendations included
cancelling the Budget Committee meeting scheduled for August 25, 2011, Distributing budget materials
to department heads, Schedule Budget Committee meetings for September 15, 2011 and September 22,
2011.

CITY OF EAST WENATCHEE COUNCIL MINUTES AUGUST 23, 2011
Presented by Don McGahuey, Public Works Director.
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Raab, enter into a Professional Services Contract with R112
Engineering for engineering services, and further authorize the Mayor to sign the
contract. The motion carried, 5-1 (Bremmer).
11-08-08 Authorization for the Mayor to sign the Collective Bargaining Agreement with
Local 846.
Presented by Devin Poulson, City Attorney.
Mr. Poulson said there will be an amendment to page 29, in which language
referencing the Police Chief will be changed to instead reference the Mayor or
his designee.
Councilmember Bremmer, Councilmember Hendricks and East Wenatchee
citizen Nathan Scott expressed concerns regarding increases to salaries and
benefits.
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Buckner, to authorize the Mayor to sign the Collective
Bargaining Agreement with Local 846 including amendments to page 29
changing the reference from Police Chief to Mayor. The motion carried, 4-2
(Bremmer, Hendricks).
RESOLUTIONS
11-08-09 A Resolution of the City of East Wenatchee adopting City Council Rules of
Procedure.
Presented by Devin Poulson, City Attorney.
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Raab, to pass the resolution adopting the City of East Wenatchee
City Council Rules of Procedure.
Dr. Nathan Scott suggested using incremental time limits for public comments
based on the number of citizens wishing to speak.
Council Action: A motion was made by Councilmember Bremmer, second by
Councilmember Hendricks, to amend the City Council Rules of Procedure 4.1
"Forms of Address" to include citizens, and 11.5 "Out of Order Comments"
adding a sentence regarding Councilmembers refraining from making out -of -
order comments. The motion carried, 5-1 (Barnhart).
The motion to pass the resolution adopting the City of East Wenatchee City
Council Rules of Procedure carried, 6-0.
