PUBLIC COMMENTS Nathan Scott, 918 Manzanal St. NE, East Wenatchee, commented that in the last six years there has been an increase in individual employee wages in excess amounts. He stated that the increase averages $2,700 plus per year, per employee. He noted that the 2004 annual payroll went from $1.4 million to presently $2.9 million and felt this is unsustainable. He stated that he believes that is why there is no money for road projects. Mr. Scott brought up the subject of financing the police car from the previous Council meeting. He said he did not understand how a vehicle was able to be delivered to a public agency with no agreement, and how those that have the policy or don't have the policy in place could allow that to happen. BUDGET ISSUES Finance Director Nick Gerde, submitted an agenda to the Budget Committee members for the June 9, 2011, Budget Committee meeting. He said City Engineer Don McGahuey will be attending the meeting to discuss capital projects related to grant requests and money that will be coming available. Presented by Chuck Johnson, Councilmember. Council discussed whether the City. should continue requiring nonresident businesses to procure a City business license. They also discussed whether the City should eliminate the requirement for a business license. Nathan Scott, 918 Manzanal, asked what the purpose of a business license is, and if he was getting a city license what he is paying for. Councilmember Buckner stated that East Wenatchee business licenses cost less than most other cities, and that procedures were very good. He added he has had many comments from architects, developers, etc., stating that it was good to work with the City of East Wenatchee. Councilmember Johnson stated that he has had the same type of comments as well. Mayor Lacy stated that he agreed that we should have an amendment and get some history on business licenses and their purpose. He then asked City Clerk Dana Barnard to put this matter on the agenda for the staff meeting to be discussed and/or revised. COUNCIL REPORTS Mayor Lacy thanked City Engineer Don McGahuey for his Engineering Cost Report. Councilmember Johnson stated that he attended a meeting at the Douglas County Port District in which they introduced an employer who was discussing a fish growing operation that would create approximately thirty jobs in Douglas County.
