MAYOR'S REPORT Sprint Boat Racing Mayor Lacy said he is determined to get an agreement with the property owner regarding responsibilities of the land, such as trenches, fencing and the road. He added a lease arrangement with the property owner and a contract with the boat racing association will be placed on the next Council agenda. Public Employment Relations Commission (PERC) Hearing Mayor Lacy said he was engaged in a hearing with union representatives regarding whether Accounts Payable/Executive Secretary Teresa Allen is a confidential employee and whether Events Coordinator Dawn Collings is in a supervisor position. He added that another issue arose which a union representative/employee was in attendance during the proceedings and he has taken the position that the union contract does not require the City to pay that representative/employee. Presented by Community Development Director Lori Barnett. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Johnson, authorizing an amount not to exceed $25,000 for consultant services for assistance in preparing the Consolidated Plan required by Housing and Urban Development as part of the Community Development Block Grant Program with the provision that the process for contracting services be followed. This amount shall be payable from the grant funds received. The motion carried, 6-0. Councilmember Johnson and Councilmember Buckner volunteered to participate in the preparation of the consolidated plan by being interviewed by the consultant during the process. 10-05-10 Amended - Concomitant Improvement Agreement for the Hale Short Plat. Presented by Community Development Director Lori Barnett. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Bremmer, authorizing the Amended — Concomitant Improvement Agreement for the Hale Short Plan. The motion carried, 5-1. (Raab) 10-05-11 WSDOT Agreement for Grant Road Overlay. Presented by City Engineer Don McGahuey. Council Action: A motion was made by Councilmember Buckner, second by Councilmember McCourt, authorizing the WSDOT Agreement for Grant Road Overlay. The motion carried, 6-0. DISCUSSION Eastmont Avenue and Yd Street NE Intersection — Multi -Way Stop (All Way Stop) Installation Request. Presented by City Engineer Don McGahuey. EXECUTIVE SESSION — Potential Litigation Council Action: A motion was made by Councilmember Johnson, second by Councilmember Buckner, to settle a claim with Strider Construction rock excavation compensation that extended the pre -bid analysis while working on the Canyon A Flood Control Project in the amount of $25,000.
