MAYOR'S REPORT
Sprint Boat Racing
Mayor Lacy said he is determined to get an agreement with the property owner regarding responsibilities
of the land, such as trenches, fencing and the road. He added a lease arrangement with the property owner
and a contract with the boat racing association will be placed on the next Council agenda.
Public Employment Relations Commission (PERC) Hearing
Mayor Lacy said he was engaged in a hearing with union representatives regarding whether Accounts
Payable/Executive Secretary Teresa Allen is a confidential employee and whether Events Coordinator
Dawn Collings is in a supervisor position. He added that another issue arose which a union
representative/employee was in attendance during the proceedings and he has taken the position that the
union contract does not require the City to pay that representative/employee. However, he has informed
the employee's department head that the employee may take some other form of paid leave.
