PUBLIC COMMENTS
Brad Hawkins, 2401 Harvest Loop, East Wenatchee, came before the City Council to let them know he
has been paying a city tax on his cell phone bill, and he lives outside City limits. Mr. Hawkins said he
would like the City to take a more aggressive step to inform people who do not live in the City limits to
check their telephone bill for this city tax. Mr. Hawkins suggested that the City mail out notices indicating
who to contact at City Hall regarding their phone bill.
Mayor Lacy explained that the City was aware of this issue and has contacted the telephone companies to
inform them of the City limits and to correct the city tax for several customers.
Karen Peterson, 419 Nightengale Pl, East Wenatchee, wanted to know if the city could take some type of
temporary action until a permanent solution can be completed regarding a crosswalk on Grant Road near
Georgia Avenue. She suggested painting crosswalk stripes or placing stands with flags for crossing the
street like the City of Wenatchee has on Mission Street.
Mayor Lacy explained that by placing a temporary crosswalk without the proper equipment it could give
pedestrians a false sense of security.

Council Action: A motion was made by Councilmember Johnson, second by
Councilmember McCourt, to approve Sprint Boat racing for September 4, 2010, and
beyond. The motion carried, 4-3. (Hendricks, Barnhart, Bremmer)
10-05-02 Approval of the 2010 contract renewal with ABM Janitorial Services.
Presented by City Engineer Don McGahuey.
Council Action: A motion was made by Councilmember Bremmer, second by
Councilmember Buckner, approval of the 2010 contract renewal with ABM Janitorial
Services. The motion carried, 7-0.
10-05-03 Authorization for the Mayor to execute an Easement Agreement regarding a 30 foot
easement dedication for the existing segment of Canyon A pipeline located on Faith
Lutheran Church property at East Wenatchee.
Presented by City Engineer Don McGahuey.
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Johnson, authorizing the Mayor to execute an Easement Agreement

10-05-04 Authorization for the Mayor to execute a Concomitant Improvement Agreement for
frontage improvements along Eastmont Avenue.

Council Action: A motion was made by Councilmember Raab, second by
Councilmember Johnson, authorizing the Mayor to execute a Concomitant Improvement
Agreement for frontage improvements along Eastmont Avenue. The motion carried, 7-0.
ORDINANCES
10-05-05 First Reading of an ordinance amending the East Wenatchee Municipal Code (EWMC)
by adding new Chapters 12.50 through 12.60 adopting Comprehensive Street Standards,
amending Chapter 15.48 required improvements, Chapter 16.20 Design Standards,
Chapter 16.24 Improvements, and Chapter 17.72 to conform those chapters to the
Comprehensive Street Standards.
Presented by Community Development Director Lori Barnett.
Council Action: A motion was made by Councilmember Buckner, second by
Councilmember Johnson, to elevate the ordinance to second reading. The motion failed,
0-7.
Councilmember Bremmer asked that the following sections be reviewed by the Planning
Commission prior to City Council taking action adopting the ordinance.
