She said the purpose of this meeting is to increase the number of youth in our community who do not use alcohol. She added this meeting will be followed up with an additional Town Hall meeting on May 25`h that will have to do with illegal prescription drug use in our community. PUBLIC MEETING A joint public meeting between the Douglas County Board of Commissioners and the East Wenatchee City Council to consider the recommendation of the City and County Planning Commissions to adopt proposed text amendments to the Greater East Wenatchee Area Comprehensive Plan and revised East Wenatchee Capital Facilities Plan. Presented by Community Development Director Lori Barnett. Council Action: A motion was made by Councilmember Buckner, second by Councilmember Johnson, to elevate the ordinance to second reading. The motion requires a unanimous vote. Therefore, the motion failed, 5-2. (Hendricks, Bremmer) Mayor Lacy elevated the ordinance to second reading. Council Action: A motion was made by Councilmember Buckner, second by Councilmember Johnson, to adopt an ordinance of the City of East Wenatchee, Washington adopting amendments to the Greater East Wenatchee Area Comprehensive Plan text of Chapters 2-6 and Chapters 8 as part of the 2009 Annual Comprehensive Plan Review and Update Process in accordance with the requirements of the Growth Management Act. The motion carried, 7-4-. 5-2. (Hendricks, Bremmer) Ms. Barnett said the ordinance will become effective upon adoption by the Douglas County Commissioners. ORDINANCE NO. 2010-07 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, ADOPTING AN AMENDED GREATER EAST WENATCHEE AREA COMPREHENSIVE PLAN INCLUDING AMENDMENTS TO THE TEXT IN CHAPTERS 2 - 6 AND CHAPTER 8 AS PART OF THE 2009 ANNUAL COMPREHENSIVE PLAN REVIEW AND UPDATE PROCESS FOR THE CITY AND DOUGLAS COUNTY IN ACCORDANCE WITH THE REQUIREMENTS OF THE GROWTH MANAGEMENT ACT; AMENDING ORDINANCE 06-05; AND SETTING AN EFFECTIVE DATE. 10-04-04 First reading of an ordinance of the City of East Wenatchee, Washington adopting an amended Capital Facilities Plan for the city as part of the 2009 annual comprehensive plan review and update process for the city in accordance with the requirements of the Growth Management Act. Presented by Community Development Director -Lori Barnett. She explained that the proposal would update the old 1998 Capital Facilities Plan and include a list of projects based upon the city hall needs assessment. Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Johnson, to approve the consent calendar as presented. The motion carried, 7-0. 1. Consideration of Minutes — Regular Session, April 13, 2010 2. Consideration of Payables and Payroll i. 2010 Payables — As of this date, April 27, 2010, Council does approve warrant number 22985 and warrants 30000 through 30076 in the total amount of $111,713.88. No payables warrants were voided. ii. March 2010 Payroll — As of this date, April 27, 2010, Council approves warrant numbers 561 through 578 for advances and direct deposits, and warrant numbers 28313 through 28399 in the total amount of $350,657.48 paid April 2, 2010 for the month of March 2010. No payroll warrants were voided. ACTION ITEMS 10-04-01 Authorization for the Mayor to sign an Interlocal Agreement with the Metropolitan Park District regarding allocation of fees collected for the Apple Bin Races during the 2010 Les Schwab Classy Chassis Car Show.
