Mayor Lacy read a proclamation proclaiming East Wenatchee's support for the 2010 Washington State
Special Olympics Winter Games being held in the Wenatchee, Valley March 5 through March 7, 2010.

MAYOR'S REPORT
Mayor Lacy presented certificates of appreciation for dedicated service to the City of East Wenatchee to
Police Records Clerk James Sharp for 5 years of service, Code Compliance Officer Jeff Morrison, for 10
years of service and Teresa Allen, Accounts Payable/Executive Secretary for 10 years of service.
Mayor Lacy said he had received a letter from the Wenatchee Valley Humane Society advising the City
that they have delegated the animal control services to a separate not for profit subsidiary entity called
Wenatchee Animal Control LLC. This will separate the animal control functions from the humane
functions.

FEBRUARY 9, 2010
5. 10-02-03 Approval and authorization for the Mayor to sign Washington State Department
of Transportation Utility Permit 7787 regarding the Canyon A Stormwater
Pipeline Project granting the City of East Wenatchee the authority to operate and
maintain a buried Stormwater pipeline within WSDOT right of way.
Presented by Street Superintendent Brandon Mauseth.
Council Action: A motion was made by Councilmember Hendricks, second by
Councilmember Johnson, authorizing the Mayor to sign Washington State
Department of Transportation Utility Permit 7787 to operate and maintain a
buried Stormwater pipeline within WSDOT right of way. The motion carried, 7-
0.
ORDINANCE
10-02-04 An ordinance amending EWMC Chapter 13.05 and adding a new Chapter 13.30
adopting construction and post -construction Stormwater discharge standards.
Mayor Lacy read the ordinance summary.
ORDINANCE NO.2010-05
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE,
WASHINGTON, AMENDING EAST WENATCHEE MUNICIPAL CODE CHAPTER
13.30 ADOPTING CONSTRUCTION AND POST -CONSTRUCTION
STORMWATER DISCHARGE STANDARDS, CONTAINING A SEVERABILITY
CLAUSE, AND ESTABLISHING AN EFFECTIVE DATE.
Councilmember Barnhart asked to be recused from this discussion.
Mayor Lacy elevated the ordinance to second reading without objection from the
City Council.
Council Action: A motion was made by Councilmember Johnson, second by
Councilmember Buckner, to adopt the ordinance EWMC Chapter 13.05 and
adding Chapter 13.30. The motion carried, 6-0. (Barnhart)
COUNCIL REPORTS
a. Councilmember Johnson said that Link Transit will be receiving a 3 million grant for electric
buses. He added he would not be attending the February 23, 2009 Council Meeting.
b. Councilmember McCourt submitted minutes from the Chelan -Douglas Regional Support
Network Governing Board meeting held on January 5, 2010.
C. Councilmember Raab submitted the East Wenatchee Curbside Recycling report from Countywide
Solid Waste. He also submitted minutes from the Stormwater Utility Management Team meeting
held on January 21, 2010.
d. Mayor lacy submitted minutes from the Wenatchee Valley Transportation Council held January
14, 2010.
