PLEDGE OF ALLEGIANCE
Mayor Lacy presented a certificate of appreciation to Police Officer Dan Reiereson for 20 years of service
to the City.
PUBLIC COMMENTS
Nathan L. Scott, 918 Manzanal, East Wenatchee, expressed concerns of how money is being spent such
as Thunder Swamp Sprint Boat Racing. He believes this money should be put towards roads. He also
expressed concerns of how city employees are paid and would like to see them paid for their performance
rather than the number of years they have been employed.
Mike Straub, North Central Home Builders Association, asked Council to give careful consideration
when deciding whether to increase the business license fees.
DEPARTMENT REPORTS
City Treasurer/Finance Director Nick Gerde submitted the 2011 Preliminary Budget to Council. He said
there will be a public hearing at the next Council meeting. He reviewed the revenues and expenditures.
He also reviewed the changes made in this preliminary budget versus the previously submitted
preliminary budget.

RESOLUTION
10-11-04 Action to change to the Long -Term Disability Insurance relating to the waiting
period before accessing benefits, and adding a Life Insurance Benefit for all
employees of the City.
Presented by City Treasurer/Finance Director Nick Gerde.
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Buckner, to change to the Long -Term Disability Insurance
relating to the waiting period before accessing benefits. The motion failed 3-2,
due to a lack of a majority vote. (HendricksBremmer)
Council Action: A motion was made by Councilmember Buckner, second by
Councilmember Barnhart, adding a Life Insurance Benefit for all employees of
the City. The motion failed 3-2, due to a lack of a majority vote.

10-11-05 Action to change paragraph 7.2 (a) "Vacation" of the Manual of Personnel
Policies and Procedures", changing the "Years of Employment Completed" and
the "Vacation hours Earned" for non -bargaining and non -employment contract
employees of the City.
Presented by City Treasurer/Finance Director Nick Gerde.
City Attorney Poulson stated this has been represented as zero cost. Therefore it
is not an expenditure of funds.
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Raab, changing paragraph 7.2 (a) "Vacation" of the Manual of
Personnel Policies and Procedures, changing the "Years of Employment
Completed" and the "Vacation hours Earned" for non -bargaining and non -
employment contract employees of the City. The motion carried, 3-2.

Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Buckner, to repeal Ordinance 92-11 and Ordinance 93-14 of the
East Wenatchee Municipal Code. The motion carried, 3-2 (HendricksBremmer).
COUNCIL REPORTS
Councilmember Hendricks said a citizen contacted him regarding bikini baristas and wanted to know how
we stand if someone wants to open this type of business. He suggested that if we do not have any laws
regarding this issue, he would like to know if we should look at proposing an ordinance to prohibit this
type of business.
Mayor Lacy said there are State laws that prevent nudity in public. He said there have not been any
complaints brought forward and therefore he would not pursue a city ordinance at this time.
