PUBLIC COMMENTS
Calvin White, P.O. Box 2659, Wenatchee, said he is aware of a proposal under consideration by the City
of East Wenatchee to raise taxes on businesses. As a business owner, and with the current economy, he
would like the City Council to reconsider this issue.
Mayor Lacy clarified that this proposal will increase the business license fee only. He added there are not
any other business taxes collected by the City. He added there is a proposal for a potential property tax
increase which is on the agenda this evening for action by the City Council.
BUDGET ISSUES
City Treasurer/Finance Director Nick Gerde submitted a preliminary budget to City Councilmembers. He
said a revised preliminary budget will be available to Councilmembers at the November 9, 2010, City
Council meeting. This will reflect any changes made between this date and November 9, 2010. He
reviewed the budget schedule with Councilmembers.
MAYOR'S REPORT
Mayor Lacy asked Council to consider a date in which to reschedule a Budget Workshop meeting with
City Staff to have a general visioning discussion about the direction we would like to proceed and the
priorities that we would like to see accomplished by our overall budget scheme. He added this will be an

year. He added that the City has a six year financial plan which includes the
current budget plus the next five years. This plan includes long range financial
goals that we cannot fund, most of which involve infrastructure.
Thad Duvall, Douglas County Auditor, said his original intent in coming here
tonight was to make an appointment to be on the agenda at a future meeting.
However, after listening to this discussion he feels he would be remiss by not
speaking up today.
Mr. Duvall said there has been a transition in the elections department for the last
couple of years, during that time the ball was dropped in one area, and that is
billing the Cities for the statutorily authorized voter registration services. The
City has not been billed since 2007, in 2009 the County decided not to bill the
City because they were able to replace the voters registration system with federal
dollars. Therefore, they are preparing a bill for 2010 which will be in the range of
$13,500 to $16,500.
Mayor Lacy closed the public hearing at 7:34 p.m.

10-10-08 First reading of an ordinance regarding property taxes in the 2011 budget.

ORDINANCE NO. 2010-
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
AUTHORIZING THE GENERAL PROPERTY TAX LEVY AND
AUTHORIZING ANY INCREASE WHICH MAY BE ALLOWED IN THE
AMOUNT UNDER THE NEW CONSTRUCTION, IMPROVEMENTS TO
PROPERTY AND STAE ASSESSED PROPERTY PROVISIONS OF STATE
LAW, AND THE ALLOWABLE 1% INCREASE LIMIT, LEVYING THE
GENERAL TAXES FOR THE CITY OF EAST WENATCHEE FOR THE
FISCAL YEAR COMMENCING JANURARY 1, 2011, ON ALL PROPERTY,
BOTH REAL, PERSONAL, AND UTILITY, IN SAID CITY WHICH IS
SUBJECT TO TAXATION FOR THE PURPOSE OF PAYING SUFFICIENT
REVENUE TO CARRY ON THE SEVERAL DEPARTMENTS OF SAID
CITY FOR THE ENSUING YEAR AS REQUIRED BY LAW; CONTAINING
A SEVERABILITY CLAUSE, AND SETTING AND EFFECTIVE DATE.
Mayor Lacy elevated to second reading.
Council Action: A motion was made by Councilmember Buckner, second by
Councilmember McCourt, authorizing the property taxes increase in 2011. The
motion failed 3-4. (Bremmer, Hendricks, Barnhart, Raab)

meeting on November 9, 2010.
