PROCLAMATION
Mayor Pro-tempore Buckner read a proclamation proclaiming September 17 through 23, 2010, as
Constitution Week.
PRESENTATION
Link Transit — General Manager Richard DeRock gave a PowerPoint presentation regarding the Electric
Bus Program. He said Link Transit will replace the current diesel trolleys with five new all -electric
trolleys. The $2.9 million project, paid for with federal stimulus funds, includes charging stations at
Columbia Station and Link's headquarters in Olds Station. The 22-passenger trolleys will be quieter,
about 7 feet shorter and emit no carbon emissions. He added the all -electric route will be named "The
Current" and replace routes 9 and 19 through Wenatchee and East Wenatchee. The electricity to power a
trolley will cost about $1,175 a year, compared to $10,000 a year for diesel, according to Link estimates.
BUDGET ISSUES
Nick Gerde Finance Director updated Council on the items discussed at the recent Budget Committee
meeting which included review of materials for support of the annual process for labor benefit costs as
well as information to support the two collective bargaining processes we are going through now.

Council agreed by consensus to have additional information obtained with a more defined
cost and then bring the item back to the September 281h Council meeting.
RESOLUTION
10-09-02 A resolution adopting a Greenhouse Gas Reduction Emissions Policy.
Presented by Community Development Director Lori Barnett.
RESOLUTION NO.2010-09
A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON, ADOPTING
A GREENHOUSE GAS REDUCTION EMISSION POLICY.
Council Action: A motion was made by Councilmember Hendricks, second by
Councilmember Barnhart, to adopt the resolution adopting a Greenhouse Gas Reduction
Emissions Policy. The motion carried, 6-0.
COUNCIL REPORTS
Councilmember Buckner read a portion of a letter he received via e-mail from Jose Gomez which read, I
am a senior at Eastmont High School. I am a member of the Legislative Youth Advisory Council of
Washington State (LYAC) serving as a council member. The sole purpose of LYAC is to serve as the
official voice of Washington's youth in the State Legislature. We are a 22 member council of youth ages
14-18. We meet in Olympia to testify on bills, advise the legislature on current issues concerning youth,
and meet with legislators on our annual Action Day. While the legislature is not in session, we research
bill information and determine our Legislative Agenda for the session, as well as working with other
youth organizations acting as a liaison.
I would like to inform the East Wenatchee City Council that I am the LYAC Representative for this area,
and would be happy to help the East Wenatchee City Council in any way possible regarding Washington
youth affairs.
