Call to Order, Roll Call and Pledge of Allegiance.

Motion to approve agenda, vouchers, and minutes from previous meetings.
2. Citizen Requests/Comments.
The “Citizen Comments” period is to provide the opportunity for members of the public to address the Council on
items either not on the agenda or not listed as a public hearing. The Mayor will ask if there are any citizens wishing to
address the Council. When recognized, please step up to the microphone, give your name and mailing address, and
state the matter of your interest. If your interest is an agenda item, the Mayor may suggest that your comments wait
until that time. Citizen comments will be limited to three minutes.
3. Public Hearings.
The Mayor will call the Public Hearing to order and state the ground rules, the purpose of the hearing, the action that
the hearing body may take on the matter, will address the appearance of fairness doctrine, and will state the manner
in which the hearing will proceed. Staff will first give a report, followed by testimony of experts and/or the applicant,
followed then by public testimony. All speakers must speak into the microphone and clearly state their names and
addresses. All comments should be addressed to the hearing body, should be relevant to the application, and should
not be of a personal nature. Public testimony may be limited to three minutes unless further time is granted by the
Mayor. If there are a large number of speakers, a representative may be appointed to speak on behalf of the group.
a. A first public hearing for consideration of a resolution adopting proposed zoning
regulations for areas outside the City of East Wenatchee and within the City’s
urban growth area, repealing Resolution No 01-09 and establishing an effective
date.

Public Hearing Continued.
b. A public hearing for the purpose of adding a new chapter 12.24 to the East
Wenatchee Municipal Code establishing a Complete Streets Policy for
consideration in the design and construction of transportation projects as an
opportunity to improve public streets for pedestrians, bicyclist and transit users
regardless of age or ability, containing a severability clause, and an effective
date.
Motion to elevate to second reading and Motion to approve Ordinance 2018-16
Complete Streets Policy.

b. Global Entrepreneurship Week Proclamation.
5. Department Report.
a. Public Works Department Report provided by Tom Wachholder, Project
Development Manager.

a. 2018 10th Street NE Design Project – Consultant Selection.
Presented by Tom Wachholder, Project Development Manager.
Motion by City Council to approve the selection of RH2 Engineering and authorize
the Mayor to begin negotiation and scope of work and fee for design services.
b. 2018 City Hall Interior Painting – Bid Award.
Presented by Tom Wachholder, Project Development Manager.
Motion by City Council to authorize the Mayor to sign a contract with AQC for the
2018 City Hall Painting Project for the amount of $48,170.64.

9. Executive Session
Executive session to discuss with legal counsel representing the City matters of litigation
or potential litigation to which the City is likely to become a party, when public
knowledge regarding the discussion is likely to result in an adverse legal or financial

4. Department Report.
a. Community Development Report regarding a Complete Streets Policy provided by
Lori Barnett, Community Development Director. A Complete Street Workshop
meeting is scheduled for Thursday, October 16, 2018. Information will be brought
before Council for adoption.
b. Ms. Barnett also spoke regarding the Regional Council Meeting on October 15, 2018,
9:00 a.m. in Waterville and requested an elected official be available for that
meeting regarding Sales and Use tax dollar distribution.
5. Mayor’s Report.
a. Mayor Pro-tem reported that an acceptance letter was sent to the Secretary of State
for a Digital Imaging Grant that was awarded to the City in the amount of $3,300.00.
City Clerk Maria Holman provided staff report.
Comments provided by Councilmember Magdoff, City Attorney Devin Poulson,
Councilmember Hepner, and Councilmember Detering.
Motion by Councilmember Magdoff to accept the award and authorize the Mayor
to sign the contract with Washington State. Councilmember Detering seconded
the Motion. Motion carried (5-0).
6. Action Items.
a. Appointing a member to the Greater Wenatchee Regional Events Center Public
Facilities District Board, four-year term 2019-2022.
City Attorney Devin Poulson suggested that the Council appoint Mayor Lacy.
Comments provided by Councilmember Detering and Councilmember Hepner.
Motion by Councilmember Detering to Appoint Mayor Lacy to the Greater
Wenatchee Regional Events Center Public Facilities District Board. Councilmember
Hepner seconded the motion. Motion carried (5-0).
b. 5th St. NE Improvements Project Services During Construction, Supplemental
Agreement No. 2, between the City of East Wenatchee and Forsgren Associates, Inc.
Project Development Manager Tom Wachholder presented the staff report.
Motion by Councilmember Detering to approve the Supplemental Agreement No. 2
with Forsgren Associates, Inc. in an amount not to exceed $5,300.00.
Councilmember Magdoff seconded the motion. Motion carried (5-0).

1. Mayor Lacy opened the meeting asking staff to limit comments to significant
requests for the 2019 budget. The Mayor will speak to Council during department
presentations as to his recommendation regarding the requests.
a. Events Department
i. Mayor Lacy recommended combining the Events Director Contracted
Position and the Public Information Officer (PIO) Position that was
previously budgeted for and creating a full-time employee position for
Events that will serve as an event coordinator and Public Information
Officer (community contact managing social media). This
recommended change should not have a significant impact on the
budget.

b. Information Technology
i. Mayor Lacy spoke regarding Information Technology (IS), and how
contracted IT services have provided limited satisfaction. The Mayor
recommended a full-time IT position be added to the budget.
ii. Judge Chancey Crowell requested $15,778.74 for the East Wenatchee
Municipal Court (EWMC) to purchase Laserfiche Software. This
request is in addition to the contract they have with Douglas County.
Mayor Lacy spoke in support to this request.

c. Police Vehicles
i. Police Chief Harrison requested budget to purchase three new police
vehicles. Mayor Lacy spoke in support of budgeting for two Police
vehicles in 2019.

d. Randy Harrison, Police Chief
i. Police Chief Harrison spoke to Council about adding two School
Resources Officers (SRO) to the Eastmont School District. One
Officer for the High School and one for the Jr. High School.
Mayor Lacy spoke about his communications with the Eastmont
School District regarding the SROs. The Mayor recommended we do
not add the School Resource Officers to the 2019 budget unless
negotiations take place with the School District before the budget is
finalized.
ii. Chief also requested changes to travel, training, overtime, and
equipment replacement budget.
e. Public Works - Administrative Vehicle & Snow Plow
i. Project Manager Tom Wachholder requested budget to purchase a
new vehicle to replace the Public Works administrative vehicle.
ii. Streets Manager Josh Toftness requested budget to purchase a new
snowplow for fleets.
f. Public Works Remodel
i. Streets Manager Josh Toftness along with Mayor Lacy requested a
budget for facility updates to existing buildings on the City’s campus.
g. City Clerk
i. City Clerk Maria Holman requested budget for professional services
scanning records) and support for Laserfiche set up of the Police and
Legal Department in 2019. The Annual Maintenance fees for the
Laserfiche software previously approved by council was mentioned.
The Mayor spoke in support of the requests.
h. Community Development
i. Community Development Director Lori Barnett requested a budget for
anticipated abatements (3-houses) in 2019 an approximate amount of
30,000.00. The Mayor spoke in support of the request.
i. Finance
i. Finance Director Josh DeLay requested roughly $6,000 in additional
budget authority to align the pay of the Accounting Clerk with her
actual job duties. In addition, he requested $22,000 for the 2019 State
audit that is required.

I. Summary Title: First public hearing for consideration of a resolution
adopting proposed zoning regulations for areas outside the City of
East Wenatchee and within the City’s urban growth area, repealing
Resolution No 01-09, and establishing an effective date.
II. Background/History: State law allows cities to adopt zoning district
designations for areas that could potentially be annexed into the city
see excerpt below). Prior to adoption, the City must hold two public
hearings.
RCW 35A.14.330 Proposed zoning regulation—Purposes of
regulations and restrictions.
The legislative body of any code city acting through a planning agency
created pursuant to chapter 35A.63 RCW, or pursuant to its granted
powers, may prepare a proposed zoning regulation to become effective
upon the annexation of any area which might reasonably be expected to
be annexed by the code city at any future time. Such proposed zoning
regulation, to the extent deemed reasonably necessary by the legislative
body to be in the interest of health, safety, morals and the general
welfare…
RCW 35A.14.340 Notice and hearing—Filings and recordings.
The legislative body of the code city shall hold two or more public
hearings, to be held at least thirty days apart, upon the proposed zoning
regulation, giving notice of the time and place thereof by publication in a
newspaper of general circulation in the annexing city and the area to be
annexed. A copy of the ordinance or resolution adopting or embodying
such proposed zoning regulation or any part thereof or any amendment
thereto, duly certified as a true copy by the clerk of the annexing city, shall
be filed with the county auditor. A like certified copy of any map or plat
referred to or adopted by the ordinance or resolution shall likewise be filed
with the county auditor. The auditor shall record the ordinance or
resolution and keep on file the map or plat.
The City initially adopted a proposed zoning resolution for potential
annexation areas in 1994. Those designations were updated with the

passage of Resolution 2001-09 on October 22, 2001. Since there
have been several amendments to the comprehensive plan maps
since that time, it is necessary to update those designations.
The Planning Commission reviewed the proposed zoning regulations
at their September 4, 2018 meeting and unanimously recommended
approval of the resolution.

2. Recitals
2.1. Preamble.
2.1.1. The City of East Wenatchee (“City”) presently has in effect proposed
zoning in accordance with City Resolution No. 01-09 adopted on October
22, 2001.
2.1.2. The City and Douglas County adopted the Greater East Wenatchee
Area Comprehensive Plan (“GEWA”) in accordance with the provisions of
the Growth Management Act and RCW Chapter 36.70A establishing the
urban growth area boundary surrounding the City. The GEWA covers
the City and Douglas County unincorporated areas within the East
Wenatchee Urban Growth Area Boundary.
2.1.3. The Proposed Zoning designations are consistent with the land use
designations in the comprehensive plan.
2.1.4. On September 4, 2018, the City Planning Commission considered the
Proposed Zoning regulation at a regular public meeting and
unanimously recommended approval of the proposal.
2.1.5. The City Council of East Wenatchee (“City Council”) finds that it is in
the best interests of the City and its citizens to adopt Proposed Zoning
for the areas outside the East Wenatchee City Limits and within the
urban growth area.
2.1.6. In accordance with RCW 35A.14.330 and RCW 35A.14.340, the City
Council held public hearings to consider the adoption of new proposed
zoning regulations for areas outside the City on ______________ and on ___________________;
and.
2.1.7. Notices of these public hearings were published in The Wenatchee
World, a newspaper of general circulation in the City.

2.1.8. Following the public hearings, the City Council deemed the adoption of
the proposed zoning regulation necessary and in the interest of the health,
safety, and general welfare of the citizens of the City and of the areas
addressed by the proposed zoning regulation
2.2. Authority.
2.2.1. The City of East Wenatchee is a non-charter code City duly
incorporated and operating under the laws of the State of Washington.
2.2.2. RCW 35A.14.330 and RCW 35A.14.340 provides a process for code cities
to prepare and adopt proposed zoning to become effective upon annexation
of an area which might reasonable be expected to be annexed by the code
city at any future time.
2.3. Background.
2.3.1. The Washington State Growth Management Act ("the Act"), codified as
RCW 36.70A, requires counties planning under the Act to designate
urban growth areas "within which urban growth shall be encouraged
and outside of which growth can occur only if it is not urban in nature".
2.3.2. The Act at RCW 36.70A.110(4) states that within such urban growth
areas, "In general, cities are the units of local government most
appropriate to provide urban governmental services".
2.3.3. The Act at RCW 36.70A.110(7) states, "An urban growth area
designated in accordance with this section may include within its
boundaries urban service areas or potential annexation areas
designated for specific cities or towns within the county".
2.3.4. The Act requires comprehensive plans and development regulations to
be consistent.
THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE DO RESOLVE AS
FOLLOWS:
Section 1: That certain map designated Proposed Zoning Regulation Map (RCW
35A.14.330) and bearing the date of August 30, 2018 (hereinafter "Map")
is hereby adopted as the Official Pre-Annexation Zoning Map and
Proposed Zoning Regulation of the City.
Section 2: All references on the Map to zoning districts are to the zoning districts of
the City as set forth in Title 17 of the East Wenatchee Municipal Code as
the same exists now or may be hereafter amended.
Section 3: The City Council finds that the proposed zoning regulation will:
a) Encourage the most appropriate use of land throughout the areas
that may be annexed.
b) Lessen traffic congestion and accidents.

c) Secure safety from fire.
d) Provide adequate light and air

i) Secure an appropriate allotment of land area in new developments
for all the requirements of community life.
j) Conserve and restore natural beauty and other natural resources.
k) Facilitate the adequate provision of transportation, water, sewerage
and other public uses and requirements.
Section 4: City of East Wenatchee Resolution No. 01-09 is hereby repealed.
Section 5: The City Clerk shall certify as true a copy of this Resolution and the
official map and the same shall both be filed with the Douglas County
Auditor.
Section 6: This resolution becomes effective on the date that it is passed by the
City Council.

I. Summary Title: An Ordinance of the City of East Wenatchee adding
a new chapter 12.24 to the East Wenatchee Municipal Code
establishing a Complete Streets Policy for consideration in the design
and construction of transportation projects as an opportunity to
improve public streets for pedestrians, bicyclist and transit user
regardless of age or ability, containing a severability clause, and an
effective date.
II. Background/History: This proposal was briefly discussed with
Council at the September 20, 2018 Council Workshop and at the
September 25, 2018 Council meeting. Additionally, a draft ordinance
was included in the packet for the October 9, 2018 and discussed at
that meeting.
The state legislature directed the Transportation Improvement Board
to establish a Complete Streets Grant program to encourage local
jurisdictions to adopt ordinances designed to provide transportation
systems with safe access to all users including bicyclist, pedestrians,
motorists, and public transportation. Agencies that adopt such
ordinances are eligible for grant funds to use on projects that will
implement complete streets principles. They established a two-year
alternating grant cycle.
To be eligible for the grant, the City must adopt an ordinance and
then be nominated by another agency. Nominations must be
submitted to TIB by December 14, 2018.
The Chelan Douglas Transportation Council (CDTC) adopted a
Regional “Complete Streets” Policy in 2015. Locally, only three cities
have adopted ordinances: Wenatchee in 2016, Leavenworth and
Chelan in 2017. In 2017, 39 jurisdictions were awarded grants
ranging from $125,000 to $500,000
City of Wenatchee staff assisted in this project. A public workshop
was held on October 16, 2018 to provide background relative to the

Complete Streets concept and to review the draft policy. Some
changes have been made to the document that was presented at the
October 9, 2018 Council meeting at the suggestion of the City
Attorney and to address comments at the workshop. A draft showing
the changes has been included with this Agenda Bill.
The City’s adoption of a Complete Streets Policy will make the City
eligible for a grant from the Transportation Improvement Board for
projects intended to implement the plan.

2. Recitals.
2.1. The City of East Wenatchee (“City”) is a non-charter code City duly

2.2. Douglas County and East Wenatchee have adopted the Greater East
Wenatchee Area Comprehensive Plan in accordance with the provisions of
the Growth Management Act and RCW Chapter 36.70A. One goal and
thirteen policies in the plan encourage the development of transportation
systems and facilities meeting the needs of all users and the incorporation
of Complete Streets principles.
2.3. The City has adopted standards for the construction of streets or bridges
in chapter 15.40, chapter 15.48 and Title 12 of the East Wenatchee
Municipal Code. These standards require roadways to be built to a
specific structural standard and are intended to provide predictability and
flexibility for innovation while maintaining public safety and functionality
of the roadway system.

2.4. The Chelan Douglas Transportation Council (CDTC) adopted Resolution #
1-2015, on April 9, 2015, establishing a Regional “Complete Streets”
Policy.
2.5. The CDTC “Complete Streets” Policy encourages member cities and
counties to adopt local “Complete Streets” policies that institutionalize the
Regional Complete Streets Guiding Principals.
2.6. Walking and biking are non-motorized travel modes that enhance health
through physical activity and help to reduce air pollution by giving users
an option other than driving a personal vehicle.
2.7. The physical design of highways and streets should complement and
support adjoining land uses and enhance community character.
2.8. The Complete Streets approach is a method for intentionally seeking
opportunities to provide safe and convenient travel for people of all ages
and abilities through a variety of transportation modes.
2.9. Planning, design, construction and ongoing preservation and maintenance
of public roadways in accordance with a Complete Streets policy will
increase the capacity of the transportation network, support community
and economic growth, increase transportation options for citizens, improve
public health by enabling active forms of personal mobility, enhance
community livability and maximize the efficient use of public roadway
infrastructure.
2.10. RCW 47.04.320, directs the Transportation Improvement Board (TIB) to
establish a Complete Streets Grant program to encourage local
jurisdictions to adopt urban arterial retrofit street ordinances designed to
provide safe access to all users including bicyclist, pedestrians, motorists,
and public transportation users.
2.11. RCW 47.26.282, requires that any project funded by the Transportation
Improvement Board must consider the land use implication of the project
including whether the project promotes the use of multimodal
transportation.
2.12. A report regarding the proposed Complete Streets Policy was presented to
the City Council at a public meeting held on October 9, 2018. Prior to that
meeting, the Council was provided with a copy of the draft document.
2.13. A public workshop was held on October 16, 2018 to facilitate public
involvement and local community participation in the adoption process for
this Complete Streets Policy.

2.14. A duly advertised public hearing was conducted before the City Council on
October 23, 2018.
3. Authority.
3.1. RCW 35A.11.020 and RCW 35A.12.190 authorize the City Council to
adopt ordinances of all kinds to regulate its municipal affairs and
appropriate to the good government of the City.
THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE DO ORDAIN AS
FOLLOWS:
4. Purpose. The purpose of this ordinance is to implement a Complete Streets
Policy to promote the development of multimodal transportation infrastructure
for use by all users including: pedestrians, bicyclists, transit-users, automobiles,
freight, and emergency services.
5. Amendment 1. The City Council adds a new chapter 12.24 to the East
Wenatchee Municipal Code to read as follows:

12.24.10 Purpose.
This policy implements a Complete Street concept in the planning and design
of street projects in the city of East Wenatchee. The purpose of this policy is
to:
A. Promote multi-modal transportation infrastructure, for all users
including: pedestrians, bicyclists, public transit, automobiles, freight, and
emergency services.
B. Improve public safety, health, and efficient travel for all ages, abilities,
and economic levels, which benefits not only each user but the vitality of
the local economy.
C. Incorporate multiple types of transportation methods across the urban
landscape to foster a sense of unity amongst citizens and visitors who

travel within and throughout the community by creating a complete,
connected, network of transportation infrastructure.
D. Promote the use of multimodal transportation to reduce traffic congestion
and foster cleaner air quality conditions by providing more efficient use of
public rights of way with expanded opportunities to use alternate
transportation methods.
12.24.020 Definitions.
A. “All users” means individuals of all ages and abilities including, but not
limit to, pedestrians, bicyclists, public/paratransit users, people with
disabilities, emergency responders, motorists, freight delivery/service
personnel providers, commercial vehicles, and green modes (
skateboarding, rollerblades, etc.)
B. “Complete Streets” means a transportation policy and design approach
that requires streets to be planned, designed, operated, and maintained to
enable safe, convenient and comfortable travel and access for all users
regardless of their mode of transportation. Complete Streets allow for safe
travel by those walking, cycling, driving automobiles, riding public
transportation, or delivering goods. Complete Streets are streets for
everyone.
C. “Maintenance activity” means ordinary repair designed to keep facilities
in safe working condition, such as, but not limited to, cleaning, sweeping,
spot repair, concrete joint repair, pothole filling, water, sewer and
drainage or other utility installation or repairs.
D. “Multimodal transportation system” means a single transportation system
that appropriately and adequately accommodates two or more modes of
transportation.
12.24.030 Policy.
A. The City of East Wenatchee will plan for, design and construct all new
transportation systems to provide appropriate accommodation for
pedestrians, bicyclists, public transportation, and persons of all abilities to
accommodate the ease of movement for all users across the City’s urban
landscape regardless of age, ability, or economic standing.
B. Complete Streets principals will be incorporated into City plans, rules,
regulations and programs as appropriate to produce safer, more accessible
streets.
C. The City will integrate the Complete Street concept throughout all phases
including design, planning, and rehabilitation of transportation facilities
providing a fully connected network for all users.
D. This policy will be implemented with hardscape infrastructure and, where
appropriate, enhanced street-side landscaping. Such improvements may

E. The transportation network should be planned and built as a connected
system that maximizes mobility and access for its users by providing
multiple options for travel.
F. Complete Streets design recommendations will be incorporated into all
publicly and privately funded projects as appropriate. The following
Complete Streets components must be evaluated and considered in all
phases of transportation project planning, design, construction, and
operation:
1. Sidewalks and Crosswalks
2. Lighting
3. Transit Shelters/Stops
4. Bicycle Accommodation
5. Landscaping
6. Use of Raised Medians for Traffic Safety, Traffic Flow and
Pedestrian Refuge
7. Adequate Buffer Areas for Pedestrian Safety, Drainage and
Landscaping
8. Lane Widths Appropriately Sized for Use and Context of
Surrounding Land Uses
9. On-Street Parking where Appropriate for Surrounding Land Uses
10. Signage
11. Level of connectivity to the existing transportation network
12.24.040 Exceptions.
A. The City of East Wenatchee will incorporate Complete Streets principals
into the early planning and design of transportation projects. However,
not all roadways are suitable for all Complete Streets components; in
some cases, a limited range of modal choices may be appropriate. Such
circumstances include the following:
1. Where the establishment of such facilities would be detrimental to
public health or safety; or
2. Where there is no documented current or anticipated need for
accommodation for non-motorized roadway users or the street is not a
current or planned transit route; or

3. Where the project involves a roadway on which non-motorized use is
prohibited by law; or
4. Where the cost for a particular Complete Street design
recommendation would be excessively disproportionate to the need of
that particular improvement, with due consideration given to future
users; or
5. Where there would be significant adverse environmental impacts to
streams, wetland, steep slopes, or other critical areas; or
6. Where their inclusion in a small, isolated project would create a very
short section of improvements with problematic transitions on either
end or that are in an isolated area unlikely to be followed by similar
improvements at either end resulting in a facility that would have no
connectivity for users; or
7. Where the project is routine maintenance of the transportation
network that does not change the geometry or operations, such as
striping, cleaning, sweeping, crack sealing, spot repair and surface
treatments such as chip sealing or other similar interim surface
preservation measures.
B. Exceptions 1-6 to this policy require documentation and supporting data
to be approved by the City Council upon review and recommendation from
the City Engineer.
12.24.050 Intergovernmental Cooperation.
It is the goal of the City of East Wenatchee to foster partnerships with
agencies that support or fund the concept of fair access to transportation
regardless of its form or type including the: Washington State Department of
Transportation (WSDOT), Chelan-Douglas Transportation Council (CDTC),
Regional Bicycle Advisory Committee (RBAC), Link Transit, Douglas County
Transportation & Land Services, Chelan-Douglas Health District, Eastmont
School District, Aging Adult Care of Central Washington, East Wenatchee
Water District, Douglas County Sewer District, and Douglas County PUD as
well as area citizens, businesses, and other interest groups.
12.24.060 Design Criteria.
A. The City Engineer or designated professional, along with assistance from
other City staff, shall interpret, evaluate, and review design standards
and guideline criteria for proposed transportation infrastructure. The City
Engineer or designated professional shall gauge these standards with the
industry’s best practices including the exceptions of this policy, to
incorporate the Complete Street concept of accommodating all users.

B. Street construction standards are listed in chapter 15.40, chapter 15.48
and Title 12 of the East Wenatchee Municipal Code (EWMC). Stormwater
standards are listed in Title 13 EWMC.
C. The City will also use the best practices and design solutions developed by
the following agencies and resources: Washington State Department of
Transportation (WSDOT), Washington State Department of Ecology,
American Association of State Highway and Transportation Officials (
AASHTO), Institute of Transportation Engineers (ITE), National
Association of City Transportation Officials (NACTO), Americans with
Disabilities Act (ADA), Transportation Research Board, Smart Growth
America, National Complete Streets Coalition, and the Greater
Wenatchee Bicycle Master Plan.
D. Situations will present themselves where alternatives may be preferred to
allow conformance with existing conditions, to overcome adverse
topography or to allow for more affordable solutions without adversely
affecting safety, maintainability or aesthetics. Provisions have been made
for exceptions to the Complete Streets Policy.
12.24.070 Implementation.
The City views the principals of this Complete Streets Policy as an essential
component influencing decision-making in the planning and design of
transportation facilities and improvements. To that end, the following actions
are intended to implement this policy. The list in this section should not be
considered as a limiting factor in meeting the transportation needs of the
community.
A. Review existing design standards to ensure that they facilitate
consideration of the design recommendations in section 12.24.030
EWMC.
B. Develop a sidewalk capital improvement and monitoring program to
guide and prioritize the completion of pedestrian infrastructure.
C. Consider the Greater Wenatchee Bicycle Master Plan
recommendations for improving facilities for bicycles.
D. Coordinate with Link in route planning.
E. Support and encourage planning staff, public works staff, and
appointed and elected officials to attend trainings, workshops, and
webinars to improve the understanding and implementation of
Complete Streets principles.
F. Develop specific goals and measurements to evaluate progress in
implementing this policy.

G. Seek creative ways to expand opportunities for public involvement in
the initial planning and design of transportation facility improvement
projects.
12.24.080 Performance Measures.
The application of the Complete Streets policy should be continuously
evaluated for successes, to determine progress and effectiveness, as well as
opportunity for improvement. The City should measure the success of this
policy on an annual basis. The annual report should include qualitative and
quantitative data categorized by mode to provide performance measurements
such as, but not limited to miles of bike lanes, linear feet of pedestrian
accommodations, compliments and complaints, frequency and severity of
motorized and non-motorized collisions, and exemptions approved from this
policy, etc.
6. Findings of Fact. The City Council adopts as its preliminary findings of fact the
recitals set forth above. The City Council may adopt additional findings in the
event evidence is presented to the City Council at the public hearing held for this
ordinance.
7. Severability. If a court of competent jurisdiction declares any provision in this
Ordinance to be contrary to law, such declaration shall not affect the validity of
the other provisions of this Ordinance.
8. Publication. The City Council directs the City Clerk to publish a summary of this
Ordinance. The summary shall consist of the title of this Ordinance. The City
Council directs the City Clerk to publish a copy of this Ordinance on the City’s
website.
9. Effective Date. This Ordinance becomes effective five days after publication.

2.Recitals.
2.1. The City of East Wenatchee (“City”) is a non-charter code CitydulyincorporatedandoperatingunderthelawsoftheStateofWashington.
2.2. Douglas County and East Wenatchee have adopted the Greater East
Wenatchee Area Comprehensive Plan in accordance with the provisions of
the Growth Management Act and RCW Chapter 36.70A. One goal and
thirteen policies in the plan encourage the development of transportation
systems and facilities meeting the needs of all users and the incorporation
of Complete Streets principles.
2.2.2.3. The City has adopted standards for the construction of streets or
bridges in chapter 15.40, chapter 15.48 and Title 12 of the East
Wenatchee Municipal Code. These standards require roadways to be built
to a specific structural standard and are intended to provide predictability
and flexibility for innovation while maintaining public safety and
functionality of the roadway system.

2.3.2.4. The Chelan Douglas Transportation Council (CDTC) adopted
Resolution #1-2015, on April 9, 2015, establishing a Regional “Complete
Streets” Policy.
2.4.2.5. The CDTC “Complete Streets” Policy encourages member cities and
counties to adopt local “Complete Streets” policies that institutionalize the
Regional Complete Streets Guiding Principals.
2.5.2.6. Walking and biking are non-motorized travel modes that enhance
health through physical activity and help to reduce air pollution by giving
users an option other than driving a personal vehicle.
2.6.2.7. The physical design of highways and streets should complement and
support adjoining land uses and enhance community character.
2.7.2.8. The Complete Streets approach is a method for intentionally seeking
opportunities to provide safe and convenient travel for people of all ages
and abilities through a variety of transportation modes.
2.8.2.9. Planning, design, construction and ongoing preservation and
maintenance of public roadways in accordance with a Complete Streets
policy will increase the capacity of the transportation network, support
community and economic growth, increase transportation options for
citizens, improve public health by enabling active forms of personal
mobility, enhance community livability and maximize the efficient use of
public roadway infrastructure.
2.9.2.10. RCW 47.04.320, directs the Transportation Improvement Board (TIB)
to establish a Complete Streets Grant program to encourage local
jurisdictions to adopt urban arterial retrofit street ordinances designed to
provide safe access to all users including bicyclist, pedestrians, motorists,
and public transportation users.
2.10.2.11. RCW 47.26.282, requires that any project funded by the
Transportation Improvement Board must be consider the land use
implication of the project including whether the project promotes the use
of multimodal transportation.
2.12. A report regarding the proposed Complete Streets Policy was presented to
the City Council at a public meeting held on June 9, 2018. Prior to that
meeting, the Council was provided with a copy of the draft document.
2.11.2.13. A public workshop was held on October 16, 2018 to facilitate public
involvement and local community participation in the adoption process for
this Complete Streets Policy.

2.12.2.14. A duly advertised public hearing was conducted before the City
Council on October 23, 2018.
3. Authority.
3.1. RCW 35A.11.020 and RCW 35A.12.190 authorize the City Council to
adopt ordinances of all kinds to regulate its municipal affairs and
appropriate to the good government of the City.

E.D. Promote the use of multimodal transportation to reduce traffic
congestion and foster cleaner air quality conditions by providing more
efficient use of public rights of way with expanded opportunities to use
alternate transportation methods.
12.24.020 Definitions.
A. “All users” means individuals of all ages and abilities including, but not
limit to, pedestrians, bicyclists, public/paratransit users, people with
disabilities, emergency responders, motorists, freight delivery/service
personnel providers, commercial vehicles, and green modes (
skateboarding, rollerblades, etc.)
B. “Complete Streets” means a transportation policy and design approach
that requires streets to be planned, designed, operated, and maintained to
enable safe, convenient and comfortable travel and access for all users
regardless of their mode of transportation. Complete Streets allow for safe
travel by those walking, cycling, driving automobiles, riding public
transportation, or delivering goods. Complete Streets are streets for
everyone.
C. “Maintenance activity” means ordinary repair designed to keep facilities
in safe working condition, such as, but not limited to, cleaning, sweeping,
spot repair, concrete joint repair, pothole filling, water, sewer and
drainage or other utility installation or repairs.
D. “Multimodal transportation system” means a single transportation system
that appropriately and adequately accommodates two or more modes of
transportation.
12.24.030 Policy.
A. The City of East Wenatchee will plan for, design and construct all new
transportation systems to provide appropriate accommodation for
pedestrians, bicyclists, public transportation, and persons of all abilities to
accommodate the ease of movement for all users across the City’s urban
landscape regardless of age, ability, or economic standing.
B. Complete Streets principals will be incorporated into City plans, rules,
regulations and programs as appropriate to produce safer, more accessible
streets.
C. The City will integrate the Complete Street concept throughout all phases
including design, planning, and rehabilitation of transportation facilities
providing a fully connected network for all users.
D. This policy will be implemented with hardscape infrastructure and, where
appropriate, enhanced street-side landscaping. Such improvements may

Complete Streets Workshop – East Wenatchee

The Complete Streets workshop included many elected officials, local, county and state staff,
local entities and community members. During the workshop we built a foundation for
understanding complete streets, explored design concepts, reviewed the draft East Wenatchee
Complete Streets policy and touched on implementation. The following items are what came
from the attendees at the workshop.
What do you want to walk away with?
Attendees primarily wanted to learn about Complete Streets. What it is in general and
what it means for the East Wenatchee community.
How does the policy impact us going forward; funding, development, project
prioritization, partnerships, etc.
When considering complete streets, what should be included? What questions do you ask?
What is the “community voice” saying about this project and what they want here?
Do we have an opportunity to include illumination?
Who are the users and what is the traffic volumes of these users here?
o Walking, is it near a school, transit stop, shopping center, etc.
o Biking, is it a commuter/connector street
o Freight, are deliveries often made via this route/area
Adjacent uses that may have future impacts on this street so what is the zoning likely
going to bring or change what is there
o Parking needs due to adjacent uses or surrounding amenities
Why are we doing this project? What is the purpose of what will be completed?
How do we make sure this is an aesthetic project; making it comfortable, convenient and
safe or providing the perception of safety (i.e., not all safe streets feel safe)
What destinations does this route provide access to?
What is our budget? Can we reach the goal we have for this route while also maintaining
a fiscally responsible budget?
o Have we valued the quality of life for our community?
Are there competing or complimentary interests?
o Such as surface and/or sub-surface needs? Bringing together sidewalk
infrastructure with storm water or utilities.
o Or what are the properties/ROW in this area trying to do that may compliment or
contrast with the direction of the project
Safety of the users and the perception by the users that they are safe to use it
Of the 10 Policy Elements suggested by SmartGrowth America, what can be improved?
Some felt when it came to “Clear, Accountable Expectation” that language showing a
stronger commitment was needed. Where is the “Skin in the game” language for East
Wenatchee to show they are committing and therefore requiring others to also commit.

The “Implementation Steps” was an overarching need that included other improvements
such as “Land Use & Context Sensitivity” and “Project Selection Criteria” that the
attendees wanted to see more detail around.
A reminder that the policy is direction language that demonstrates who, what, when, where and
why of Complete Streets for East Wenatchee. The “How” is revealed through the identified
implementation steps. Recommendations for implementation steps that came out of the
workshop are as follows:
Incorporate Complete Streets Policy language in the Comprehensive Plan as it related to
Transportation, Land Use, Urban Growth Area, Housing, Capital Facilities, Economic
Development, Neighborhoods (districts, parks, open space, etc), Utilities, etc.
Create “teeth” for staff by including Complete Streets requirements in code (separate
from the Policy) in areas such as housing/development.
Seek to establish language to define “feasibility” so that it doesn’t appear to require study
after study demonstrating a lack of need for exceptions.
o This could be connected to a goal the Council establishes around spending a
certain portion of transportation related dollars on modes other than the single
occupant vehicle (walk, bike, transit, freight, etc.)
Adopt language to commit to using the most recent recommended best practices.
o Sources could be NACTO, USDOT, WSDOT, AASHTO, MUTCD, ADA
Standards for Accessible Design, Highway Capacity Manual by the
Transportation Research Board, SmartGrowth America, etc.
Identify new target modes and how to ensure an intentionally connected system exists
Look at adopting or creating plans that support direction/prioritization for modes other
than the single occupant vehicle such as a Pedestrian Master Plan, Wenatchee Valley
Bike Master Plan, or subarea plans related to transportation barriers, access and mobility.
Utilize a process that brings the community in at all levels of a project; design to
maintenance to retrofit or reconstruction.
Here is an example of an implementation plan from Florida. It is extensive though provides
valuable information in determining what considerations may be included locally.

Chapter 8 Transportation
Goal 1: Provide a balanced transportation system that meets the needs of the
community by accommodating the movement of people, goods, and services at an
optimum level of safety, economy and efficiency.
Policies
T-8 Facilitate mobility for all residents within the Greater East Wenatchee
Area; including the elderly and persons with disabilities by providing
accessible transportation facilities.
T-9 Establish urban streetscape design criteria and natural landscape features
that are oriented toward pedestrian use and protecting residential
neighborhoods from arterial street functions.
T-10 Encourage the development of a bicycle/walkway system for the City
and the East Wenatchee area to allow for non-motorized travel; including

WHEREAS, Rotary International, founded on February 23, 1905 in Chicago, Illinois USA, is the
world’s first and one of the largest non-profit service organizations; and
WHEREAS, there are over 1.2 million Rotary club members comprised of professional and business
leaders in over 35,000 clubs in 200 countries and geographic areas; and
WHEREAS, the Rotary motto “Service Above Self” inspires members to provide humanitarian
service, encourage high ethical standards, and promote goodwill and peace in the world; and
WHEREAS, Rotary in 1985 launched PolioPlus and spearheaded the Global Polio Eradication
Initiative, which today includes the World Health Organization, U.S. Centers for Disease Control and
Prevention, UNICEF and the Bill & Melinda Gates Foundation to immunize the children of the world
against polio; and
WHEREAS, polio cases have dropped by 99.9 percent since 1988 and the world stands on the
threshold of eradicating the disease; and
WHEREAS, to date, Rotary has contributed more than US$1.8 billion and countless volunteer hours
to the protection of more than two and a half billion children in 122 countries; and
WHEREAS, Rotary is currently working to raise an additional $50 million per year, which would be
further leveraged for maximum impact by an additional $100 million annually from the Bill & Melinda
Gates Foundation.
WHEREAS, these efforts are providing much needed operational support, medical personnel,
laboratory equipment and educational materials for health workers and parents; and
WHEREAS, in addition, Rotary has played a major role in decisions by donor governments to
contribute more than $8 billion to the effort; and
WHEREAS, there are over 2600 Rotary club members in more than 58 clubs throughout this area of
Central Washington and British Columbia, sponsoring service projects to address such critical issues
as poverty, health, hunger, illiteracy, and the environment in their local communities, and abroad.

October 24, 2018 as World Polio Day in East Wenatchee, and encourage all citizens to join myself

Public Works Report

2018 TIB Overlay Grant
TIB grant funds have been successfully obtained to overlay two (2) segments of
roadway in the City (5th Street between Baker Ave and Eastmont Ave; S Kentucky
Ave between Grant Rd and 4th St SE). In addition, this project will reconstruct
associated non-compliant sidewalk ramps to meet current ADA standards. This
project will require coordination with the Douglas County Sewer District and East
Wenatchee Water District. The anticipated start of construction for this project is
August 2018.
Current Status:
Project achieved Substantial Completion on September 30, 2018;
Punch list items remain.
2018 Interior City Hall Painting Project
It was identified by staff that interior surfaces of City Hall need minor repair and
new paint.
Current Status:
An invitation to bid was advertised on September 30, 2018 with a bid
opening scheduled for October 18, 2018.
Pavement Management Program
The City’s pavement management program was developed in 2011 and is currently
in need of an update. City staff are starting the scoping process of updating the
City’s pavement management program. The updated pavement management
program will be based on a proactive preventative maintenance approach (Figure
1).

I. Summary Title: 2018 10th Street NE Design Project Consultant Selection for Design Services
II. Background/History: The 10th Street NE corridor from Eastmont Ave to Kentucky Ave is noted
for several deficiencies pertaining to both motorized and non-motorized transportation. For
example, the roadway lacks adequate subgrade surfacing, multi-modal access (e.g., limited
sidewalks, poor pedestrian crossings, non-existent bicycle lanes), an adequate storm sewer
system, and illumination.
On August 14, 2018, City Council approved and authorized Mayor Lacy to execute a Public
Works Board Contract for a $750,000 pre-construction loan. This is a 5-year loan with an
interest rate of 0.78% with repayment starting in June 2020.
City staff solicited Request for Proposal letters on August 21, 2018 to three engineering
consulting firms from the City’s MRSC-managed Consultant Roster. The consultant proposals
were evaluated and scored by a selection committee comprised of City staff:

Based on proposal scores, RH2 Engineering was deemed the “most qualified” consultant.
The next step, contingent upon selection approval, is to negotiate a scope of work and

consultant. In addition, authorize Mayor Lacy, or his designee, to begin negotiating a scope of
work and fee for design services.

pageviews.
The most popular pages are the homepage, the employment-with-the-
city page, and the events’ pages.
On a typical day, users visit between 150 and 700 pages on the website.
The day before Classy Chassis, users viewed 3,267 pages.
The homepage’s six, hot buttons (City Events, Services, e-notification,
public records, city departments, and video tours) do not receive much
use. They should be abandoned or reconfigured to point to the more
popular webpages.
52% of visitors use a phone or tablet to view the website. More and
more visitors are using the search bar to get to their desired webpage
rather than using the menu options.
24% of the users are from Wenatchee, 19% are from East Wenatchee,
16% are from Seattle, and 2% are from San Francisco.
Google identified 94% of the visitors as English-speakers.
