6:00 p.m. Regular Meeting.
1. Call to Order, Roll Call and Pledge of Allegiance.
a. Motion by Councilmember Johnson to excuse Councilmember Tidd from the
meeting. Councilmember Hepner seconded the motion. Motion carried (6-0).
2. Consent Items:
a. Kelly Connect Master Agreement for East Wenatchee Municipal Court
Vouchers:
b. Date: 04-13-2023, Checks: 58410-58469, in the amount of $808,622.90
c. Payroll Certification for March 2023

Motion by Councilmember Sleiman to approve all consent items. Councilmember
Magdoff seconded the motion. Motion Carried (6-0).
3. Citizen Requests/Comments. None.
4. Presentations.
a. Mayor Crawford presented a Certificate of Recognition to Hunter Collins for 5 Years
of Public Service to the City of East Wenatchee in the Streets Department. Collins was
not present for his recognition.

b. Councilmember Sleiman read the 2023 Stand Against Racism Proclamation. YWCA
NW Executive Director Rachel Todd was present to receive the proclamation.
c. Councilmember Magdoff read the 2023 Arbor Day Proclamation. Arbor Day
Committee representative Lyle Markhart was present to receive the proclamation.
5. Action Items.
a. Assistant City Attorney Sean Lewis presented Ordinance 2023-08, deleting Section
2.36.010 of the East Wenatchee Municipal Code (EWMC) in its entirety, containing a
severability clause, and establishing an effective date.
Comments by Councilmember Hepner.
Motion by Councilmember Hepner to approve Ordinance 2023-08, deleting Section
2.36.010 of the East Wenatchee Municipal Code (EWMC) in its entirety as reflected
in Exhibit A. Councilmember Raab seconded the motion. Motion Carried (6-0).
b. Public Works Manager Garren Melton presented Resolution 2023-24, City of East
Wenatchee Right of Way Procedure Update.
Comments by Councilmember Magdoff and Councilmember Raab.
Motion by Councilmember Magdoff to approve Resolution 2023-24, authorizing the
Mayor to approve the proposed changes to the City’s Right of Way procedures as
presented in Exhibit A. Councilmember Johnson seconded the motion. Motion
Carried (6-0).
c. Public Works Manager Garren Melton presented Resolution 2023-25, Department of
Ecology Grant Agreement for the 19th Street NW & NW Cascade Ave Improvements
Project (City Project Number: 2019-02).
Motion by Councilmember Magdoff to approve Resolution 2023-25, authorizing
Mayor Crawford to execute the Grant Agreement with the Department of Ecology
for the 19th Street NW and NW Cascade Ave Improvements project. Councilmember
Hepner seconded the motion. Motion Carried (6-0).
d. Public Works Manager Garren Melton presented Resolution 2023-26, RH2 Task
Authorization for design of the 2022-2023 Transportation Improvement Board
Complete Streets Projects (City Project Number: 2022-03).
Comments by Councilmember Raab and Councilmember Johnson.
Motion by Councilmember Johnson to approve Resolution 2023-26, authorizing
Mayor Crawford to sign the Task Authorization with RH2 Engineering for the 2022-
2023 Complete Streets Projects. Councilmember Sleiman seconded the motion.
Motion Carried (6-0).
