Call to Order, Roll Call and Pledge of Allegiance. a. Motion by Councilmember Tidd to excuse Councilmember Hepner from the meeting. Councilmember Johnson seconded the motion. Motion carried (6-0). 2. Consent Items: a. Amendment to Grant Agreement 22010 – Washington State Office of Public Defense Vouchers: b. Date: 03-21-2023, Checks: 58340-58353 in the amount of $611,281.23 c. Payroll Certification for February 2023 Minutes: d. 03-07-2023 Council Meeting Minutes Motion by Councilmember Tidd to approve consent items. Councilmember Johnson seconded the motion. Motion Carried (6-0). 3. Citizen Requests/Comments. None. 4. Public Hearing. Mayor Crawford opened the public hearing at 6:03 p.m., for the purpose of receiving comment on the City of East Wenatchee 2021 Consolidated Annual Performance and Evaluation Report (CAPER). Community Development Director Curtis Lillquist provided the staff report. No public comment was received during the hearing. Community Development Director Curtis Lilliquist presented Resolution 2023- 17, adopting the City of East Wenatchee 2021 Consolidated Annual Performance and Evaluation Report in accordance with the requirements of the U.S. Department of Housing and Urban Development (HUD) regulations at 24 CFR Part 91 and establishing an effective date. Comments provided by Councilmember Tidd. Motion by Councilmember Magdoff to approve Resolution 2023-17 adopting the City of East Wenatchee 2021 Consolidated Annual Performance and Evaluation Report and authorizing the Mayor to sign all required HUD certifications. Councilmember Tidd seconded the motion. Motion carried (6-0). 5. Presentations. a. Executive Director James Humphrey provided the council with an annual report on the Wenatchee Valley Humane Society and the work completed in East Wenatchee in 2022. Comments provided by Councilmember Tidd, Councilmember Magdoff, and Councilmember Johnson. 6. Action Items. a. Events Director/PIO Trina Elmes presented Resolution 2023-18, appointing members to the East Wenatchee Events Board. Motion by Councilmember Johnson to approve 2023-18, appointing members to position one (1), five (5) and eight (8) of the City of East Wenatchee Events Board. Councilmember Sleiman seconded the motion. Motion carried (6-0). b. Public Works Manager Garren Melton presented Resolution 2023-19, Interlocal Agreement with Douglas County PUD and the City of East Wenatchee for the 19th Street NW & NW Cascade Ave Improvements Project #2019-02. Motion by Councilmember Tidd to approve Resolution 2023-19, authorizing the Mayor to execute an Interlocal Agreement with Douglas County PUD for the 19th Street NW & NW Cascade Ave Improvements Project #: 2019-02. Councilmember Magdoff seconded the motion. Motion carried (6-0). c. Public Works Manager Garren Melton presented Resolution 2023-20, Grant Road Oil Treatment and Bioretention Fund Agreement (WQC-2023-Ewena-00168). Comments provided by Councilmember Tidd.
