Councilmember's Present: Councilmember Buckner, Councilmember Raab, Councilmember Bremmer,
Councilmember Johnson, Councilmember Barnhart, Councilmember McCourt, Councilmember
Hendricks, and Mayor Lacy.
Staff Present: Dana Barnard, Catalina Garibay, Brandon Mauseth, Devin Poulson, and Nick Gerde.
PLEDGE OF ALLEGIANCE
Mayor Lacy said with tomorrow being Veterans Day it is an important day, particularly this year with so
much sacrifice going on in our State and Nationwide among service men and women. He said he would
like to acknowledge the sacrifices made by Veterans of all branches of the armed forces.
Eastmont Metropolitan Parks District Director, Dave Schwab, passed out Buddy Poppies. He said on
behalf of the Veterans of Foreign Wars (VFW) Post 3617 he would like to ensure City Councilmembers
are properly attired with a Buddy Poppy on Veterans Day.
BUDGET ISSUES
City Treasurer/Finance Director, Nick Gerde, said the Budget Committee met on November P to review
all of the cost areas and determine the necessity for adjustments, some of which were made. They also
reviewed and considered other areas of concern that had been brought up by Councilmembers since the
Budget Workshop that was held on October 5a'. He said the Public Defender Contract for the Court has
been settled. The original proposal of the Information Technology Department had been reviewed and
they settled on a capital budget for 2010 which will extend into 2011. They discussed the expense of a
piece of equipment for the Street Department and decided they would delay the expenditure and rent
equipment rather than making that investment.
Mr. Gerde said the revenue forecast for 2010 will go down by $37,200 and we will be increasing our cost
over $680,000 in 2010. He reviewed the costs the City has to incur, such as Kentucky Annexation debt
service, and choices the City can make, such as hiring a City Engineer. He said at the November 24`h
Council meeting the City will hold a public hearing on the City's 2010 Budget. He added the Preliminary
Budget is now available to the public.
Councilmember Hendricks expressed concerns regarding the expenditures in the 2010 Budget compared
to the 2009 Budget. He also questioned why the budget amounts have increased in the 2009 Budget
without there being any budget amendments done this year.
Mayor Lacy said that Councilmember Hendricks does raise a question in which he is not sure of the
answer. Mayor Lacy asked Mr. Gerde if the City does require a budget amendment if we start out with
one figure and end up with another figure in terms of total expenditures.

CITY OF EAST WENATCHEE COUNCIL MINUTES

Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Johnson,
to authorize the Mayor to sign a Flood Damage Prevention Grant G 1000 156 for the Headwork's Facility
for Canyon A Eastmont Avenue Culvert project. The motion carried, 7-0.
ORDINANCES
09-11-03 First reading of an ordinance regarding property taxes in the proposed 2010 East
Wenatchee Budget.
Mayor Lacy read first reading of the ordinance.
ORDINANCE NO. 2009-15
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
AUTHORIZING THE GENERAL PROPERTY TAX LEVY AND
AUTHORIZING THE INCREASE WHICH MAY BE ALLOWED IN THE
AMOUNT UNDER THE NEW CONSTRUCTION, IMPROVEMENTS TO
PROPERTY AND STATE ASSESSED PROPERTY PROVISIONS OF STATE
LAW LEVYING THE GENERAL TAXES FOR THE CITY OF EAST
WENATCHEE FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2010,
ON ALL PROPERTY, BOTH REAL, PERSONAL AND UTILITY, IN SAID
CITY WHICH IS SUBJECT TO TAXATION FOR THE PURPOSE OF PAYING
SUFFICIENT REVENUE TO CARRY ON THE SEVERAL DEPARTMENTS
OF SAID CITY FOR THE ENSUING YEAR AS REQUIRED BY LAW;
CONTAINING A SEVERABILITY CLAUSE, AND SETTING AN EFFECTIVE
DATE.
Mayor Lacy said this ordinance does not include a 1% increase. Mayor Lacy elevated the ordinance to
second reading without objection of the City Council.
Council Action: A motion was made by Councilmember Bremmer, second by Councilmember McCourt,
to adopt the ordinance regarding property taxes in the proposed 2010 East Wenatchee Budget. The motion
carried, 6-1. (Barnhart)
09-11-04 First reading of an ordinance fixing and confirming salaries and compensation to be paid
to certain officials and employees of the City of East Wenatchee during the year 2010.
Mayor Lacy read first reading of the ordinance.

FIXING AND CONFIRMING THE SALARIES AND COMPENSATION TO BE
PAID TO CERTAIN OFFICIALS AND EMPLOYEES OF THE CITY OF EAST
WENATCHEE DURING THE YEAR 2010, CONTAINING A SEVERABILITY
CLAUSE, AND ESTABLISHING AN EFFECTIVE DATE.
Mayor Lacy elevated the ordinance to second reading without objection of the City Council.
