Call to Order, Roll Call and Pledge of Allegiance. Motion by Councilmember Tidd to excuse Councilmember Sterk from the meeting. Councilmember Johnson seconded the motion. Motion carried (6-0). 1. Consent Items: Vouchers: a. Date: 11/15/2022, Checks: 57739-57791, in the amount of $523,396.43 b. Payroll Certification for October 2022 Minutes: c. 11/01/2022 Meeting Minutes d. 11/10/2022 Council Workshop Meeting Minutes Motion by Councilmember Tidd to approve amended agenda and consent items. Mayor’s Report. a. Mayor Crawford presented the 2022 Diabetes Awareness Month proclamation, declaring November 2022 as Diabetes Awareness Month. b. Mayor Crawford shared with the Council that the Employee Holiday Luncheon is scheduled on December 15, 2022 and requested their attendance to help serve Chili to staff. c. Events Director/PIO Trina Elmes provided information regarding the Wings ‘n Wishes Tree Lighting Holiday Event scheduled on December 1, 2022, and Santa’s Ride- Around-Town scheduled on December 3, 2022. Columbia Crane volunteered to decorate the tree for the lighting. 6. Action Items. a. Finance Director Josh DeLay presented the second reading of Ordinance 2022-25, fixing and confirming the salaries and compensation to be paid to certain officials and employees of the City of East Wenatchee during the year 2023. Comments provided by Councilmember Magdoff. Motion by Councilmember Sleiman to approve Ordinance 2022-25, fixing and confirming the 2023 salaries to be paid to certain officials and employees of the City. Councilmember Raab seconded the motion. Motion carried (6-0). b. Finance Director Josh DeLay presented the second reading of Ordinance 2022-26, adopting the annual budget of the city for the fiscal year commencing January 1, 2023. Motion by Councilmember Tidd to approve Ordinance 2022-26, adopting the 2023 annual budget as presented. Councilmember Magdoff seconded the motion. Motion carried (6-0). c. Public Works Manager Garren Melton presented Resolution 2022-52, selecting a qualified manufacturer, and authorizing the purchase of signal poles for use in the 3rd St. SE & Rock Island Road signal project. Comments provided by Councilmember Hepner and Councilmember Johnson. Motion by Councilmember Sleiman to approve Resolution 2022-52, approving the selection of The Lighting Group for the purchase of the signal poles and related assemblies for use in the City’s 3rd St. SE & Rock Island Road signal project, as presented. Mayor Crawford presented Resolution 2022-53, to approve the selected Telephone System RFP proposal submitted by Interwest Communications Corporation and authorize the Mayor to sign an agreement for installation services with NEC Univerge Blue for Telephone Services /Interwest Communications services for an amount not to exceed $6,000.00. Comments provided by Councilmember Magdoff. Motion by Councilmember Magdoff to approve Resolution 2022-53, approving the selection of NEC Univerge Blue for Telephone Services/Interwest Communications, and authorize the Mayor to sign an agreement for an amount not to exceed $6,000.00 as presented. e. Public Works Manager Garren Melton presented Resolution 2022-55, authorizing the Mayor to execute Change Order No. 2 between the City of East Wenatchee and Selland Construction Inc. for the Hamilton Street Rebuild Project (2021-02) in the amount of $981,821. Comments provided by Councilmember Tidd, Councilmember Hepner, Councilmember Johnson, and Councilmember Magdoff. Motion by Councilmember Tidd to approve Resolution 2022-55, authorizing the Mayor to execute Change Order No. 2 between the City of East Wenatchee and Selland Construction Inc. for an amount not to exceed $981,821 as presented. Councilmember Johnson seconded the motion. Motion carried (6-0). f. Public Works Manager Garren Melton presented Resolution 2022-56, authorizing the Mayor to execute Change Order No. 1 between the City of East Wenatchee and Selland Construction Inc. for the 9th St. NE & Valley Mall Parkway Intersection Improvement Project (2019-07). Comments provided by Councilmember Tidd. Motion by Councilmember Tidd to approve Resolution 2022-56, authorizing the Mayor to execute Change Order No. 1 in the amount of $124,358 between the City of East Wenatchee and Selland Construction Inc. for the 9th St. NE & Valley Mall Parkway Intersection Improvement Project. Councilmember Magdoff seconded the motion. Motion carried (6-0). g. Public Works Manager Garren Melton presented Resolution 2022-57, affirming the declaration of emergency and the emergency contract between the City of East Wenatchee and Pipkin Construction for emergency repairs for the Grant Road Stormwater Pipe. Comments provided by Councilmember Hepner, Councilmember Magdoff and Councilmember Tidd. Motion by Councilmember Johnson to approve Resolution 2022-57, affirming the declaration of an emergency and authorizing the Mayor to execute an agreement between the City of East Wenatchee and Pipkin Construction for emergency Grant
