Councilmember's Present: Councilmember Hendricks, Councilmember McCourt, Councilmember
Bremmer, Councilmember Johnson, Councilmember Buckner, Councilmember Raab, and Mayor Lacy.
Council Action: A motion was made by Councilmember Buckner, second by Councilmember Johnson,
to excuse Councilmember Barnhart from this meeting. The motion carried, 6-0.
Staff Present: Catalina Garibay, Devin Poulson, Brandon Mauseth, Dawn Collings, and Nick Gerde.
PLEDGE OF ALLEGIANCE
PRESENTATION
Sandy Morrison, Coordinator, Chelan -Douglas Community Network (CDCN), reviewed the CDCN total
budget for 2007-2008 in the amount of $111,540. She said the Network receives money from the State on
a biannual basis to support programs that help to reduce at risk youth. The CDCN awarded grants to five
local programs through the 2008-2009 school year which included the Civil Air Patrol, Solomon's Porch,
Newspapers in Education, Lake Chelan High School's "After School Tutoring", and Catholic Family and
Child Service "Play and Learn" program.
BUDGET ISSUES
Mayor Lacy said there will be a Budget Workshop meeting held at City Hall on September 29, 2009, at
6:30 p.m., to work through preliminary budget issues.
DEPARTMENT REPORTS
East Wenatchee Events Board (EWEB)
Events Board Coordinator, Dawn Collings, gave an update of previously held and upcoming community
events which include: the "Taste of Harvest" held in September in Downtown Wenatchee; the "Wings &
Wheels" festival event to be held October I" — 4`h; "Make a Difference Day" which will be held on
October 24, 2009, we will be working on 3 beautification -projects within the City; "Christmas Tree
Lighting" event for 2010; the Easter Egg Hunt for 2010, which will include beeper eggs for the visual
impaired kids; the 25`h Anniversary of the "Classy Chassis" will be celebrated in 2010, and the City's
' 75`h Birthday Celebration" with a 1930's theme will be held on July 4, 2010, from 4-10 p.m. at the
Eastmont Community Park.
Ms. Collings said she represents the City on the Escape, Explore, Enjoy, North Central Washington (E3)
regional tourism group which promotes this area in preparation for the 2010 Olympics. She said they are
inviting people who will be attending the Olympics and asking to be part of the group to report back and
connect with the Valley. She invited Councilmembers to attend the Wenatchee Wild Hockey Game on
October 30, 2009, the E3 group will be the sponsor.

revised contract back to the City once those decisions have been made. He said we would then have an
executive session to review the contract.
CONSENT CALENDAR
1. Consideration of Minutes — Regular Session, September 8, 2009
2. Consideration of Bills
Council Action: A motion was made by Councilmember Bremmer, second by Councilmember Raab, to
approve the consent calendar as presented. The motion carried, 4-0. (Johnson and Buckner abstained).
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense
reimbursement claims certified as required by RCW 42.24.090 have been recorded in a listing, which has
been made available to Council.
2009 Payables
As of this date, September 22, 2009, Council does approve warrant numbers 22089 through 22171 in the
total amount of $338,804.52. Warrants 22104 & 22105 were voided.
ACTION ITEMS
09-09-01 Amendment No. 1 to Trail Lease
Street Superintendent, Brandon Mauseth, said the City of East Wenatchee entered into a lease agreement
with Washington State Department of Transportation (WSDOT) in 1996 for the Apple Capital Loop
Trail. The lease only covered the trail between Grant Road and 96 St. N.E. Annexations over the years
have extended the City Limits to SE 3`d to the south, and 19`h St. N.E. to the north. The lease with
WSDOT was never revised to recognize this change in the City Limits. Douglas County continued to be
the tenant for those areas. He said the proposed change would alter the lease to coincide with the existing
City limits and change the tenant from Douglas County to the City of East Wenatchee.
Council Action: A motion was made by Councilmember Bremmer, second by Councilmember Buckner,
amending No. 1 to Trail Lease. The motion carried, 6-0.
09-09-02 Contract Amendment No. 3, Canyon A Flood Control — Phase 2 Supplemental
Construction Services.
Street Superintendent, Brandon Mauseth, said this supplement to the original "Service During
Construction Agreement' was needed as a result of additional night work for the utility repairs and
reconnections after the installation of the pipe was completed. Also, to minimize traffic impacts, the
contractor completed the asphalt prep work during an evening shift and completed paving work before
peak a.m. traffic. This change from daytime to nighttime work required on -site inspection while
maintaining project management and coordinating with utilities and the contractor during regular business
hours. As well as covering additional inspection, this supplement allows for completion of project
closeout paperwork and reporting to Public Works Trust Fund Loan for project completion. This
supplement was presented to the Stormwater Utility Management Team on September 17, 2009, for
approval. All costs associated with the Canyon A Project are covered by the Greater East Wenatchee
Stormwater Utility.
