HomeMy WebLinkAbout10/18/2022 - City Council - City Council Meeting Minutes - Jerrilea Crawford, Mayor10/18/2022 Council Meeting Minutes Page 1 of 3 East Wenatchee City Council Meeting Tuesday, October 18, 2022 East Wenatchee City Hall 271 9th Street NE East Wenatchee, WA 98802 Minutes In attendance: Staff in attendance: Mayor Jerrilea Crawford Sean Lewis, Assistant City Attorney Councilmember John Sterk Curtis Lillquist, Community Development Director Councilmember Harry Raab Josh DeLay, Finance Director Councilmember Robert Tidd Rick Johnson, Police Chief Councilmember Sasha Sleiman Trina Elmes, Events Director/PIO Councilmember Shayne Magdoff Maria Holman, City Clerk Councilmember Christine Johnson Councilmember Matthew Hepner 6:00 p.m. Regular Meeting. 1. Call to Order, Roll Call and Pledge of Allegiance which was led by the Girl Scout Troops. 2. Consent Items: Vouchers: a. Date: 10/18/2022, Checks: 57606-57663, in the amount of $211,303.65. Minutes: b. 9/20/2022 Amended Council Meeting Minutes c. 10/4/2022 Council Meeting Minutes Motion by Councilmember Tidd to approve consent items. Councilmember Johnson seconded the motion. Motion Carried (7-0). 3. Citizen Requests/Comments. a. Shelly Funderburk, Service Manager for Eastern Washington Girl Scouts, presented information regarding International Day of the Girl that was held on Sunday, October 11, 2022. Mrs. Funderburk was accompanied by three Girl Scout Troops who came to observe government. 4. Public Hearing a. Mayor Crawford opened the public hearing at 6:10 p.m., for Ordinance 2022-24, property tax revenue and possible increases in property tax revenues. Finance Director Josh DeLay provided the staff report. The mayor asked for public comment. No comments received from the public. Mayor Crawford closed the public hearing at 6:12pm. 10/18/2022 Council Meeting Minutes Page 2 of 3 i. Mayor Crawford read the first reading of Ordinance 2022-24, authorizing the regular property tax levy to be collected in the 2023 tax year where the City is opting to bank its capacity and not take an increase over the 2022 levy. No action was taken by the Council. 5. Presentations. None. 6. Department Report. None. 7. Mayor’s Report. a. Mayor Crawford read and presented the 2022 Indigenous Peoples’ Day Proclamation to Indigenous Roots & Reparation Foundation Chair Mary Big Bull-Lewis, who was present at the meeting. 8. Action Items. a. Maria Holman, City Clerk/Human Resources presented Resolution 2022-47, rescinding Resolution No. 2011-02, and Resolution No. 2019-10, and designating the public entities, for wage and salary setting purposes, that are comparable to the City. Comments provided by Councilmember Tidd, Councilmember Johnson, and Mayor Crawford. Motion by Councilmember Sleiman to approve Resolution 2022-47, designating the public entities that are most comparable to the City as presented. Councilmember Raab seconded the motion. Motion carried (7-0). b. Assistant City Attorney Sean Lewis presented Resolution 2022-51, authorizing the mayor to execute an Interlocal Agreement between the City of East Wenatchee and Douglas County for Douglas County to develop an Emergency Management plan and provide services required under RCW 38.52 on behalf of the City of East Wenatchee. Comments provided by Councilmember Tidd, Councilmember Magdoff, Councilmember Johnson and Councilmember Hepner. Motion by Councilmember Tidd to approve Resolution 2022-51, authorizing the mayor to execute an interlocal agreement between the City of East Wenatchee and Douglas County as presented. Councilmember Magdoff seconded the motion. Motion carried (7-0). 9. Council Reports & Announcements. a. Councilmember Tidd, City representative for Link Transit Board, shared that the Link Transit Board considered changing the make-up of its Board. The proposed changes were not approved.
