RCW 35A.11.020 and RCW 35A.12.190 authorize the City Council to organize and regulate its internal affairs and to define the powers, functions and duties of its officers and employees. THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE DO RESOLVE AS FOLLOWS: 3.Authorization. The City Council authorizes the declaration of emergency and the emergency contract between the City of East Wenatchee and Pipkin Construction. 4.Severability. If a court of competent jurisdiction declares any provision in this resolution to be contrary to law, such declaration shall not affect the validity of the other provisions of this Resolution. 5.Effective date. This Resolution becomes effective immediately. East Wenatchee, WA 98802 Sent Via:Email Subject:Recommendation for Emergency Stormwater Pipe Repair Dear Garren, The purpose of this letter is to provide my recommendation for an emergency service contract to repair an existing storm line under a portion of the SR28 bypass near Grant Road. The Washington State Department of Transportation (WSDOT) provided a video inspection of this pipe and there is evidence of possible settling, pipe leakage at the seams, and voids adjacent to the pipe. The recommended approach is to dig up the pipe, inspect the subgrade under the pipe and replace this 75-foot section of pipe with a new High Density Polyethylene Corrugated pipe. Refer to the following images for additional information: WSDOT has a similar situation on one of their pipe crossings north of this location under the SR28 bypass. WSDOT has an emergency contract in place to repair the pipe. It is recommended to utilize WSDOT’s closed work zone to repair the City’s pipe at the same time. This will reduce impacts to the traveling public.
