Subject:Recommendation for Emergency Stormwater Pipe Repair
Dear Garren,
The purpose of this letter is to provide my recommendation for an emergency
service contract to repair an existing storm line under a portion of the SR28
bypass near Grant Road. The Washington State Department of Transportation
(WSDOT) provided a video inspection of this pipe and there is evidence of
possible settling, pipe leakage at the seams, and voids adjacent to the pipe. The
recommended approach is to dig up the pipe, inspect the subgrade under the pipe
and replace this 75-foot section of pipe with a new High Density Polyethylene
Corrugated pipe.
Refer to the following images for additional information:
WSDOT has a similar situation on one of their pipe crossings north of this
location under the SR28 bypass. WSDOT has an emergency contract in place to
repair the pipe. It is recommended to utilize WSDOT’s closed work zone to
repair the City’s pipe at the same time. This will reduce impacts to the traveling
public.

Time is of the essence to coordinate this effort to coincide with WSDOT’s emergency project.
