Resolution No. 2022-56
A Resolution of the City of East Wenatchee, Washington authorizing
the Mayor to execute Change Order 1 between the City of East
Wenatchee and Selland Construction Inc. for the 9th St NE & Valley
Mall Parkway Intersection Improvement Project.

2.Authority.
2.1. RCW 35A.11.020 and RCW 35A.12.190 authorize the City
Council to organize and regulate its internal affairs and to define
the powers, functions and duties of its officers and employees.
THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE DO
RESOLVE AS FOLLOWS:
3.Authorization. The City Council authorizes the Mayor to execute a
change order that conforms to the language set forth in Exhibit A.
4.Severability. If a court of competent jurisdiction declares any
provision in this resolution to be contrary to law, such declaration
shall not affect the validity of the other provisions of this Resolution.
5.Effective date. This Resolution becomes effective immediately.

Selland Construction
Description:
This Change Order provides plan modifications to change from an asphalt grind and overlay to a full-depth
asphalt removal and 4" asphalt repave within the City's ROW in the project's paving limits, and 6" asphalt
repave within WSDOT's ROW in the project's paving limits.
In the City's ROW, the existing crushed surfacing base course (CSBC) underneath the existing asphalt will be
reused where is is not disturbed, and 0.17' of crushed surfacing top course (CSTC) will be placed for
surfacing (the depth of CSTC will vary slightly to create a smooth surface). For paved areas where the
existing crushed surfacing will be disturbed, such as for trench patching, 0.75' of CSBC and 0.17' of CSTC
will be placed, as indicated in the original plans.
In WSDOT's ROW, the existing crushed surfacing base course (CSBC) underneath the existing asphalt will
be reused where it is not disturbed, and a minimal amount of CSTC will be placed where needed to establish
a smooth surface, otherwise the new asphalt will be paved on top of the existing surfacing.

Materials:
Materials shall be as follows and meet the requirements of the following Standard Specifications & Special
Provisions:
HMA CL 3/8" PG 64H-28: 5-04.2
Crushed Surfacing Top Course: 9-03.9(3)
Crushed Surfacing Base Course: 9.03.9(3)
Construction Requirements:
The Contractor shall perform the changed work as shown in the attached plan sheets that replace contract
plan sheets 3-4 and 9-11 of 50 in accordance with Standard Specifications and Special Provisions 5-04.
Change order items are noted with Revision Triangle 3.
Measurement & Payment:
Measurement and payment shall be by unit and unit cost for each bid item. The unit price for items are
revised per this Change Order. Costs for bid items with quantities reduced by this change order will also be
reduced by unit and unit cost for each bid item.
The following bid items will be affected:
A-3 & B-3 Planing Bituminous Pavement
A-9 & B-5 Crushed Surfacing Base Course
A-10 & B-6 Crushed Surfacing Top Course
A-11 & B-7 HMA CL 3/8" PG 64H-28
A-12 & B-8 Commercial HMA

The Contract Bid Items Quantities totals are revised to the new total as shown in Appendix A. Bid items for
Planing Bituminous Pavement for all bid schedules will be deleted in their entirety. Bid items for Traffic
Control (A-29, B-29) and Mobilization (A-1, B-1) will not be affected as a result of this Change Order.
DBE Condition of Award:
This change order will not alter the DBE Condition of Award.
Time:
There shall be no change to Contract Time as a result of this Change Order.
