Authority. 2.1. RCW 35A.11.020 and RCW 35A.12.190 authorize the City Council to organize and regulate its internal affairs and to define the powers, functions and duties of its officers and employees. THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE DO RESOLVE AS FOLLOWS: 3. Authorization. The City Council approves the selection of The Lighting Group to supply the City signal poles and related assemblies detailed in the attached Request for Proposals. 4. Severability. If a court of competent jurisdiction declares any provision in this resolution to be contrary to law, such declaration shall not affect the validity of the other provisions of this Resolution. 5. Effective date. This Resolution becomes effective immediately. Exhibit A Page 1 of 4 PUBLIC WORKS DEPARTMENT REQUEST FOR PROPOSAL (RFP) TRAFFIC SIGNAL AND LUMINAIRE POLE ASSEMBLIES The City of East Wenatchee (City) invites you to submit a proposal to supply traffic signal and luminaire pole assemblies. A proposal submittal does not guarantee that the vendor will be contracted to supply the equipment. The City may reject all proposals. Description The City intends to purchase from a vendor the following poles and arm assemblies meeting the requirements herein.  Two (2) Type III signal poles each with one (1) 40-foot-long mast arm assembly and one (1) 12- foot-long luminaire arm assembly [Poles #1, 4 on drawing SG3 (see attached)]  Two (2) Type III signal poles each with one (1) 35-foot-long mast arm assembly and one (1) 12- foot-long luminaire arm assembly [Poles #2, 3]  Four (4) Type PS poles with curb base foundations [Poles #5–8] The poles, mast arms, and luminaire arm assemblies will be installed in East Wenatchee in the future under a separate contract. The point of delivery is the City of East Wenatchee City Hall, 271 9th Street NE, East Wenatchee, WA 98802. The City may change the delivery site to a different location within two miles of City Hall. Contract Award and Schedule Signed proposal shall be submitted via email and received no later than 4:00 p.m. PST on November 2, 2022. No other form of proposal submittal will be accepted. Proposal shall be submitted to Maria Holman at mholman@eastwenatcheewa.gov, subject line Signal and Illumination Pole Assemblies Proposal. The City and vendor will execute a contract no later than November 16, 2022. Submit questions electronically to Garren Melton at gmelton@eastwenatcheewa.gov, subject line RFP – Signal and Illumination Pole Assemblies. Submissions will be accepted by the close of business two business days preceding the proposal due date to allow a written reply. Requirements As applicable, the materials of this RFP shall be in accordance with the Standard Specifications for Road, Bridge and Municipal Construction, 2022 edition, as issued by the Washington State Department of Transportation (WSDOT) and the American Public Works Association (APWA), Washington State Chapter, commonly referred to as the “Standard Specifications”. This includes final inspection and acceptance. Exhibit A Page 2 of 4 Poles, mast arm assemblies, luminaire arm assemblies, and all other provided material shall conform to: 1. 3rd Street SE and Rock Island Road Intersection Improvements plan sheets, provided herein 2. WSDOT Standard Plans J-20.11 (sheet 2 of 2) and J-20.16, provided herein 3. WSDOT Standard Specifications, 2022 edition 4. National Electric Code (NEC), latest edition Standard manufacturer’s warranties for all provided material shall be provided per Standard Specification 1-05.10 “Guarantees”. Completion of the contract requirements (delivery of poles, arms, and other material to point of delivery) shall be no later than April 19, 2023. Delivery of all anchor bolts for all poles shall be no later than March 15, 2023. Specifications 1. Type III Signal Pole (including mast arm and luminaire arm) Type III signal standards are single mast arm signal standards with one Type 1 (radial davit type) luminaire arm. The luminaire arm has a maximum length of 16 feet and a mounting height of 30, 35, 40, or 50 feet, as noted in the Plans. Type III standards shall conform to one of the following pre-approved plans. Maximum arm length (in feet) and wind load (XYZ value, in cubic feet) is noted for each manufacturer. Wind load limit includes a luminaire arm up to 16 feet in length. (These values provided in WSDOT’s General Special Provision and exceed design minimums for this project.) Fabricator Pre-Approved Drawing No. Max. Arm Length (feet) Max. Shop Drawings (Applies to All Items) All shop drawings for poles that are not listed on the WSDOT Pre-Approved plans shall be stamped by a registered civil or structural engineer. Warranty (Applies to All Items) The Vendor shall provide a warranty for all material for a period of 1 year from the date of delivery of the final materials under this contract. The warranty shall provide that all material at the time of delivery shall be free from defects in material and workmanship. The warranty shall assign responsibility to the Vendor for all costs of replacement or repair of defective materials. Replacement or repair shall be made within 7 calendar days following notification of a discrepancy. General Notes (Applies to All Items) A. All welds shall comply with the latest AASHTO Standard Specifications for Structural Supports for Highway Signs, Luminaires and Traffic Signals. Welding Inspection shall comply with Section 6-03.3(25)A Welding Inspection. B. Hardened washers shall be used with all signal arm connecting bolts instead of lockwashers. All signal arm ASTM F 3125 Grade A325 connecting bolts tightening shall comply with Section 6-03.3(33). C. For all pole types, this RFP shall not include any signal heads, signal head mountings, pedestrian pushbuttons, luminaire fixtures, conduits, or wiring shown in any standard plans. Delivery All poles are to be delivered and unloaded per the City’s direction at City of East Wenatchee City Hall, 271 9th Street NE, East Wenatchee, WA 98802. The City may change the delivery site to a different location within two miles of City Hall. Payment The selected Vendor will be paid by the City of East Wenatchee using the following schedule:  25% of the total proposal cost after shop drawings are approved by the City of East Wenatchee  The remainder after all materials are delivered to and accepted by the City of East Wenatchee Payment in each instance will be made within 21 calendar days of the schedule outlined above. ____________________________________ Garren Melton Project Manager Attachments: 3rd Street SE and Rock Island Road Intersection Improvements plan sheets WSDOT Standard Plans J-20.16 and J-20.11 (sheet 2 of 2) Exhibit A Page 4 of 4 PROPOSAL TO THE CITY OF EAST WENATCHEE EAST WENATCHEE, WASHINGTON The undersigned hereby certify that the supplier has read and thoroughly understands the RFP and Documents governing the nature of the materials, and the method by which payment will be made for said work, and hereby proposes to provide the materials detailed in and in accordance with this RFP. The Vendor understands that the quantities mentioned herein are approximate only and are subject to increase or decrease, and hereby propose to supply all quantities as either increased or decreased. Vendor understands that Contract Award will occur by November 16, 2022. By signing this proposal, Vendor hereby agrees to supply and deliver the anchor bolt materials by March 15, 2023 and all other materials by April 19, 2023, at the price quoted herein, unless the Vendor provides different dates per the below paragraph. If the Vendor cannot meet the desired delivery dates in the above paragraph, the Vendor shall provide the following two date commitments to supply and deliver materials. The City may consider these dates in selecting the Vendor for this contract.
