LACY, PRESIDING APRIL 22, 2008 6:30 P.M. ROLL CALL Councilmember's Present:, Councilmember Buckner, Councilmember Johnson, Councilmember Raab, Councilmember Bremmer, Councilmember McCourt, and Mayor Lacy. Council Action: A motion was made by Councilmember Bremmer, second by Councilmember Buckner to excuse Councilmember Barnhart from this meeting. The motion carried, 5-0. PLEDGE OF ALLEGIANCE PROCLAMATIONS Mayor Lacy read a proclamation declaring May 26, 2008, as Memorial Day in the City of East Wenatchee. CITIZEN COMMENTS Metropolitan Parks District Director Dave Schwab said last weekend was Earth Day and several volunteer organizations participated in various levels of service for the Parks Department which included picking up garbage, and several beautification projects at the park. Mr. Schwab thanked the City of East Wenatchee for donating resources used for the beautification projects on Grant Road and Georgia Street. MAYORS REPORT Mayor Lacy said that after seventeen years of dedicated service to the City of East Wenatchee, Linda Countryman, the City Treasurer has tendered her resignation to the City with her last day being April 30, 2008. He thanked her for her service and in appreciation presented her with flowers accompanied by a plaque. Mayor Lacy said he met with Vintage Real Estate, LLC, the current owners of the Wenatchee Valley Mall. He reviewed the Mall's Gross Sales Analysis report for 2007 which included; gross sales, total sales tax, vacancies, projected expansion and the additional sales anticipated from redevelopment of the Mall which shall include expansion of Sears, a 14 screen theater, 8 food court vendors, and the addition of a sit-down restaurant and small shops. He added the Mall anticipates an increase by as much as 40% if they are able to accomplish all of the redevelopment projects. Mayor Lacy asked Council to be available to greet our visitors by participating in the upcoming events; ❖ Misawa Delegation Welcome Reception on May 1, 2008, at City Hall at 3:30 p.m., ❖ Renaming of the Japanese Friendship Garden in honor of the late Mayor Shigeyoshi Suzuki, ❖ Viewing of the Eastmont Kiwanis Landscaping Project on May 4, 2008, at 4:00 p.m. at 9 h Street NE and Eastmont Avenue. Mayor Lacy said in addition to these events there will be a recognition ceremony for the contributions made by the late Matt Warner with regards to the building of the Japanese Friendship Garden. This event will take place on May 7, 2008, at 11:00 a.m. at the Japanese Friendship Garden. DEPARTMENT REPROT East Wenatchee Events Board Coordinator, Dawn Collings, invited Council to attend the annual Classy Chassis Parade on Friday, May 2, 2008, at 6:30 p.m., and the Classy Chassis Car Show on Saturday, May 3, 2008, starting at 12:00 p.m. She added the Apple Bin Races will be held at 2:00 p.m. at the Soccer Field and the Award Ceremony will be held at 4:00 p.m. Ms. Collings thanked Les Schwab Tire Center, the major sponsor of the event and all other various sponsors for their participation and donations. She extended a personal invitation to everyone to attend Classy Chassis Parade and Car Show this year along with their other festivities. CONSENT CALENDAR 1. Consideration of Minutes — Regular Session, April 8, 2008. 2. Consideration of Bills. 3. Set May 13, 2008, as the date for a public hearing regarding the interim adoption for the Stormwater Management Manual for Eastern Washington. 4. Set May 13, 2008, as the date for a public hearing regarding the interim adoption Street Design Standards. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Raab, to approve the consent calendar as presented. The motion carried, 5-0. Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded in a listing, which has been made available to Council. As of this date, April 22, 2008, Council does approve warrant numbers 20056 through 20130 in the total amount of $75,840.25. Warrant numbers 19995, 20076, and 20094 were voided. ACTION ITEMS 08-04-04 Authorization for Mayor Lacy to sign a Janitorial Services Agreement with ABM Janitorial Services. Street Superintendent Brandon Mauseth said on March 5, 2008, the City advertised a Request for Proposals for Janitorial Services to service City Hall. On March 21, 2008, the City opened and reviewed a total of five bids which included: 1. American Building Maintenance Co. (ABM) $1,181.00. 2. GCA Services Group, Inc. at $1,240.56 monthly. 3. Clearview Janitorial at $1,750.00 monthly. 4. The motion carried, 5-0. 08-04-07 Authorization to hire a consultant for a City Hall expansion feasibility study. Community Development Director Lori Barnett said that this was not a request to hire someone but rather to develop a request for proposals in the event that the City decides to proceed with the expansion of City Hall. Ms. Barnett said the City needs to take a closer look at future growth and do a more comprehensive approach. The process would be to interview the staff to find out what the space needs are and to create an assessment of the space needs based on the square footage that we will require. One of the things that needs to be addressed in this particular proposal is to make sure there is adequate space for our telecommunications and computer services. Ms. Barnett said the existing City Hall is 16,300 square feet. The Police Department occupies 3,188 square feet which includes four offices, locker rooms, reception area, evidence area, holding cells, and a small interview room. The Municipal Court has three offices, the Judges Chambers, Court Clerks office, and a small file cabinet room totaling 3014 square feet. Therefore, if the Police Department moved across the street it would more than double the space that they utilize now. Ms. Barnett said the Administration offices, excluding the Library, totals 4,360 square feet, this includes the public restrooms. The Library is 1,200 square feet. The lower floor is 2,068 square feet which houses the East Wenatchee Events Board Office (EWEB), a Police Detective, two Finance employee offices, a work out room, a conference/break room, storage areas, and a large HVAC area. Ms. Barnett said it would be beneficial to the City to have a professional complete a feasibility study which would include looking at all options and estimating the total cost. Mayor Lacy said that if the City moves forward with a request for a proposal he would invite Council to make suggestions to his office in writing as to the things they suggest should be included so that we can include their input. He added the whole idea of doing this is so that we can stop generalizing or speculating what the outcome should be. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Buckner, to authorize the creation of a request for proposals subject to input by City Councilmember's in order to develop a feasibility study. Mr. Poulson said that the City's brief is due on May 19, 2008. The Water District will then have thirty days to respond after that, the City will then have thirty days to respond and a hearing should be held sometime this fall.
