REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR STEVEN C. LACY, PRESIDING

ROLL CALL
Councilmember's Present:, Councilmember Hendricks, Councilmember Johnson, Councilmember
Bremmer, Councilmember McCourt, Councilmember Barnhart, and Mayor Lacy.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Johnson,
to excuse Councilmember Raab from this meeting. The motion carried, 5-0.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember McCourt,
to excuse Councilmember Buckner from this meeting. The motion carried, 5-0.
Staff Present: Dana Barnard, Devin Poulson, Brandon Mauseth, Lori Barnett, Linda Countryman, Joan
Sims, and Randy Harrison.
PLEDGE OF ALLEGIANCE
MAYORS REPORT
Mayor Lacy reported that Mayor Kazumasa Taneichi of Misawa, Japan, and his wife will be attending the
Apple Blossom Festival this year. He also reported that the delegation to Misawa, Japan, in August has
been finalized with approximately 27 delegates.
Mayor Lacy said he has had continued discussions with the individuals involved in the proposed Sports
Facility Plan and at this time the project depends upon whether or not we can able to come up with
additional revenue
Mayor Lacy reported that a briefing schedule has not been set regarding the Court's decision on the East
Wenatchee Water District annexation. He added without a briefing schedule it may be several months to a
year before anything will be resolved.
CONSENT CALENDAR
1. Consideration of Minutes — Regular Session, February 26, 2008
2. Consideration of Bills
Councilmember Hendricks asked questions regarding expenses for the Motorcycle Show. City Treasurer
Countryman explained the expenditures were part of the Events Boards overall budget. She added the
City paid for lodging for the volunteers and in some instances meals were also paid by the City.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember McCourt,
to approve the consent calendar as presented. The motion carried, 4-0. (Hendricks abstained)
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense
reimbursement claims certified as required by RCW 42.24.090 have been recorded in a listing, which has
been made available to Council.

As of this date, March 11, 2008, Council does approve warrant numbers 19894 through 19946 in the total
amount of $179,394.71. Warrant number 19934 was voided.
ACTION ITEMS
08-03-01 Authorization to discharge Judgment No. 07-9-00464-8, and authorize the Mayor to sign
the Release of Judgment being held by the City in the amount of $1,159.15.
City Attorney Poulson said in the case with regards to the Boundary Review Board, Judge Hotchkiss
initially ruled in the City's favor and entered a judgment for costs on the City's behalf. Judge Hotchkiss
later reversed his decision, and as part of that reversal he never vacated the original judgment. Therefore,
the records show that the City has a lien against the real property of Douglas County in the amount of
$1,159.15. Since the judgment in longer valid, the City need to release the lien.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Johnson,
to authorize the Mayors signature on the Release of Judgment. The motion carried, 5-0.
08-03-02 Approval to waive the application fee to hang a temporary banner across City right-of-
way for Eastmont Junior High School to advertise for the Apple Capital Loop Fun Run.
Councilmember Hendricks asked if funds have ever been collected for temporary banners being hung
across City right-of-way and if not maybe it should be removed from the books. Mayor Lacy said a
request can be made to have the ordinance brought back for consideration of an amendment.
Councilmember Bremmer asked to have this item placed on the agenda for further discussion and
possibly an amendment to the ordinance. He added that in most cases these banners bring people into the
community, who in turn leave tax dollars.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember McCourt,
to waive the application fee for hanging a temporary banner. The motion carried, 5-0.
ACTION ITEMS
08-02-12 A continued discussion regarding the Community Foundation of North Central
Washington.
Councilmember Bremmer said he has attended the last two monthly meetings of the Community
Foundation of North Central Washington. He said although this would be a commitment from the City in
the amount of $5,000, he anticipates the City getting a greater reward from this project than several other
groups that have contributed financially. He added this Indicators project will let the community know, as
we go down the line, where we are and how are we doing in a lot of different areas. He added it would be
well worth the money. He added there would be an ongoing commitment in the amount of approximately
$8,000 per year for the Community Foundation to maintain the website.
Mayor Lacy said that a budget amendment would be required. Mayor Lacy asked Council if they would
like to have this placed back on the next Council agenda for consideration of a budget amendment.
Councilmember Barnhart asked if a representative from the Community Foundation could come back and
explain the process. Council agreed by consensus to have a representative of the Community Foundation
come back to explain the process prior to consideration of approving a budget amendment.
