6:00 p.m. Regular Meeting.
Call to Order, Roll Call and Pledge of Allegiance.
a. Motion by Councilmember Tidd to excuse Councilmember Sterk from the Meeting.
Councilmember Johnson seconded the motion. Motion carried. (5-0).
b. Motion by Councilmember Tidd to excuse Councilmember Hepner from the
Meeting. Councilmember Raab seconded the motion. Motion carried. (5-0).
1. Consent Items:
Vouchers:
a. Date: 8/16/2022, check number 57325-57372, 37374-57388, and a voided check
number 57373, in the amount of $272,161.74.

Motion by Councilmember Johnson to approve consent items. Councilmember
Magdoff seconded the motion. Motion Carried (5-0).
2. Citizen Requests/Comments. None.
3. Public Hearings.
a. Mayor Crawford opened a public hearing for the purpose of receiving public
comment regarding repealing the $20 vehicle licensing fee (Car Tab) that funds the
East Wenatchee Transportation Benefit District (TIB) and consider implementing a
0.1% sales tax. Public Works Manager Garren Melton provided a staff report. Mayor
Crawford opened the public comment period, no comments were received. The
Mayor closed the public hearing at 6:09 pm.

i. Public Works Manager Garren Melton presented Ordinance 2022-20, rescinding
the $20 vehicle licensing fee imposed by the East Wenatchee Transportation
Benefit District.
Mayor Crawford suspended the second reading.
Motion by Councilmember Tidd to approve Ordinance 2022-20, rescinding the
$20 vehicle licensing fee imposed by the East Wenatchee Transportation Benefit
District. Councilmember Johnson seconded the motion. Motion carried (5-0).
ii. Public Works Manager Garren Melton presented Ordinance 2022-22,
implementing a 0.1% Sales and Use Tax to fund the East Wenatchee
Transportation Benefit District.
Mayor Crawford suspended the second reading.
Motion by Councilmember Sleiman to approve Ordinance No 2022-22,
implementing a 0.1% Sales and Use Tax to fund the East Wenatchee
Transportation Benefit District. Councilmember Tidd seconded the motion.
Motion carried (5-0).
b. Mayor Crawford opened a public hearing for the purpose of receiving public
comment regarding Ordinance 2022-19 - Interim Official Controls for temporary use
of Valley Mall Parkway right-of-way for streateries. Community Development
Director Lori Barnett provided a brief staff report. Mayor Crawford opened the
public comment period, no comments were received. The Mayor closed the public
hearing at 6:09 pm.
Motion by Councilmember Sleiman to affirm the finding of facts presented in the
agenda bill. Councilmember Magdoff seconded the motion. Motion carried (5-0).
4. Presentations.
a. Mayor Crawford presented a Certificate of Recognition to East Wenatchee Police
Officer Leeon Leyde for 10 Years of Dedicated Service.
b. Police Chief Rick Johnson presented information regarding the August 3, 2022,
National Night Out event at the Eastmont Community Park.
Public Works Manager Garren Melton provided an update regarding the natural gas
leak that occurred today at the Hamilton Street project site, off Valley Mall Parkway.

Councilmember Sleiman.
5. Department Report. None.
6. Mayor’s Report.
a. Mayor Crawford acknowledged Community Development Director Lori Barnett, who
has worked 24 years with the City of East Wenatchee and is retiring on September
30, 2022. The Mayor acknowledged her contributions to the City.

b. Mayor Crawford provided information to the Council regarding a possible Regional
Aquatics District and how the formation may occur.

c. Mayor Crawford provided information to the Council regarding the closure of
Powerhouse Ministries which is the only day shelter in Douglas County, and the
impact it will have on homeless services in our community.

d. Mayor Crawford provided an update regarding the Wenatchee Valley Misawa Sister
City Association and visits to and from Japan.
e. Mayor Crawford provided information regarding Waste Management (WM) notices
that were mailed to city residents that will be affected by garbage collection day
changes. Not all residents will be impacted by the WM schedule change.

7. Action Items.
a. Planning Manager Curtis Lillquist presented the first reading of Ordinance 2022-21,
amending Title 18.06 Environmental Review (SEPA).
Mayor Crawford suspended second reading.

Motion by Councilmember Tidd to approve Ordinance 2022-21, amending Title
18.06 Environmental Review (SEPA). Councilmember Johnson seconded the
motion. Motion carried (5-0).
b. Public Works Manager Garren Melton presented Resolution 2022-35, authorizing
the Mayor to execute an Administrative Settlement for the East Wenatchee –
Sterling Safe Routes to School, Pedestrian Improvements, Project Parcel Number: 8,
5th Street Administrative Settlement, Project No. 2019-08.
Comments provided by Councilmember Magdoff and Councilmember Sleiman.
Motion by Councilmember Tidd to approve Resolution 2022-35, authorizing the
Mayor to sign the Administrative Settlement for the Sterling Safe Routes to School
Project Parcel Number 8. 5th Street. Councilmember Sleiman seconded the motion.
Motion carried (5-0).
c. Mayor Crawford presented Resolution 2022-43, confirming the appointment of
Curtis Lillquist to the Position of Community Development Director, effective
September 01, 2022.
Comments provided by Councilmember Sleiman and Councilmember Johnson.
Motion by Councilmember Tidd to approve Resolution 2022-43, designating and
confirming Curtis Lillquist to the position of Community Development Director.
Councilmember Sleiman seconded the motion. Motion carried (5-0).
