DEPARTMENT REPORT
City Treasurer/Finance Director, Nick Gerde, explained the necessity of amendments to the 2008 East
Wenatchee Budget which results from the following; the City received additional funds, they have
received less than expected funds, or that the relationship to spending would result in a lesser end of fund
balance than originally budgeted at the beginning of the year. He said since the City Council approved the
original budget and therein expected fund balances at a certain level at the end of the year, if those fund
balances are not expected to be achieved, amendments are required.

Mayor Lacy exercised his option to elevate this ordinance to second reading.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Johnson,
to adopt the ordinance amending the City of East Wenatchee 2008 Budget. The motion carried, 7-0.

ORDINANCE NO.2008-15
AN ORDINDANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
AMENDING ORDINANCE NUMBER 2007-22 AMENDING THE CITY OF
EAST WENATCHEE 2008 BUDGET.
Mr. Gerde reviewed the most recent status of the 2009 Budget to show the changes that were made after
the November 28, 2008, Council meeting. He recommended to Council that if any additional changes are
to be considered, to make those changes prior to passage of the 2009 East Wenatchee Budget Ordinance.
He reviewed the major revenue sources, major expenditures, a summary of revised changes to revenues
and expenditures, and a revised 2009 budget ordinance reflecting changes made following first reading of
the ordinance. He also reviewed a list of items previously discussed but not acted upon, which included
eliminating the 2009 cost for Emergency Management, Misawa travel, capital costs for partial

Mayor Lacy said that he is willing to be guided by the thoughts of Council regarding appointment of the
members to the East Wenatchee Events Board and discussed whether a fifteen member Board was
necessary or if a lesser amount of members should serve on the Board. Mayor Lacy said he would like to
see the Board size reduced to ten members unless activities are done that would require a fifteen member
Board.
Mayor Lacy said without objection he will appoint ten members to the EWEB.
Ms. Collings reviewed the 2008 Annual Report for the East Wenatchee Events Board.
MAYOR'S REPORT
Mayor Lacy said the revised Manual of Personnel Policies and Procedures will be on the first Council
meeting agenda in 2009 for review and approval by the City Council. He added a draft would be sent to
Councilmembers by email to allow them additional time to review the manual.
Mayor Lacy said the Annual Employee Appreciation Luncheon will be held be on Thursday, December
18, 2008, at noon.
CONSENT CALENDAR
1. Consideration of Minutes — Regular Session, November 25, 2008
2. Consideration of Bills
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Buckner,
to approve the consent calendar as presented. The motion carried, 7-0.
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense
reimbursement claims certified as required by RCW 42.24.090 have been recorded in a listing, which has
been made available to Council.
As of this date, December 9, 2008, Council does approve warrant numbers 20960 through 21017 in the
total amount of $129,545.71. Warrant number 20972 was voided.
ACTION ITEMS
08-12-01 Approval of a Contract for Services with the Wenatchee Valley Humane Society.
City Treasurer/Finance Director, Nick Gerde, said the City had received a letter from the Humane Society
which proposed a 9% increase for services from last year to this year, and a proposed three year
agreement rather than a year by year agreement. He said the Humane Society had identified higher fuel
costs as a significant increase in their costs and part of the basis for the 9% increase. Mr. Gerde said we
know now that fuel prices are decreasing. Therefore, part of their argument for an increase does not have
as much merit. He suggested having the Mayor and City Attorney negotiate a new contract with the
Humane Society.
Council Action: A motion was made by Councilmember Buckner to authorize the Mayor to negotiate a
lower contract amount on the basis of a 5.8% Cost Price Index. Hearing no second the motion failed.
Mayor Lacy said this agenda item comes before Council for action. However, if no action is taken the
Mayor would be in a position to negotiate or discuss what other options are available. He added Council

by revenue enhancements and at that time he indicated elimination of this position was an opportunity. He
added, no employee at City Hall is easily dispensable which makes it really tough because the City has
not employed anyone that has been considered surplused personnel. However, since the clerical position
in the City Clerk Department had been one of the most recently added positions, and because on the
limited information that he had, given the fact that he spends most of his time on city business outside the
city and a lot of the work that he does is by email out of his law office and so is not in a position of
observing minute by minute what goes on in the Clerks area.
Mayor Lacy said the Budget Committee did not discuss the bilingual aspect of service provided by this
employee. Therefore, after reading the minutes from November 25, 2008, and having input from City
Clerk, Dana Barnard, which clarified to a tremendous degree the need for this employee, and after seeing
the budget was in a balanced position by the adoption of additional revenues for the City, and acquisition
of some unexpected revenues, it seemed to him that a reversal in that position, which was based on
incomplete information, was probably in order.
Councilmember Hendricks asked what the status was with regards to the Street Department position and
the Police Departments part-time position.
Mayor Lacy said there was an option given to Police Chief Randy Harrison to cut his budget down to
about $100,000 - $120,000 or he would be looking at the recommendation by the Budget Committee to
eliminate someone from the Police Department. He said those cuts were made so no additional
recommendations were made. He added the Police Chief then indicated that he would find a way in his
budget to accommodate the increase to the Assistant Chiefs salary. However, there was no reversal with
regards to the suggestion and recommendation that they eliminate the contract employee that was re -hired
last year and it has not been allocated for in the 2009 budget.
Councilmember Johnson said they talked about funds that come from the Washington Public Safety
Transportation Commission in which he expressed the fact that he did not think they should eliminate that
from the budget. He asked Chief Harrison and Finance Director Gerde if it had been resolved as to how
those funds would be accounted for. Mr. Gerde said the Chief handles those programs and the overtime
aspect of his budget and he handles the accounting for the reimbursement for the revenue stream.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Raab, to
adopt the ordinance fixing and confirming of salaries and compensation to be paid to certain officials and
employees of the City of East Wenatchee in 2009. Mayor Lacy asked for an individual vote,
Councilmember Johnson - yea, Councilmember McCourt — yea, Councilmember Raab - yea,
Councilmember Barnhart - yea, Councilmember Hendricks - nay, Councilmember Bremmer - nay, and
Councilmember Buckner - yea. The motion carried, 5-2. (Hendricks, Bremmer)

the City asked him to do this additional job, he offered to do it essentially on his own time.
Councilmember Buckner said he did not intend to micromanage a certain area, and has avoided that over
the 11 years he has been on the City Council. However, he was not sure that this work was done as extra
time, and now he has been assured of that.
Mayor Lacy asked for an individual vote on the motion to eliminate the stipend of $10,000, the benefits in
the amount of $3,000, and what ever equipment is necessary for the carrying out of that job, and making
the Emergency Management part of the Chiefls responsibility under his current salary and compensation
program, Councilmember Johnson - yea, Councilmember McCourt — nay, Councilmember Raab - nay,
Councilmember Barnhart - nay, Councilmember Hendricks - nay, Councilmember Buckner — nay, and
Councilmember Bremmer - nay, The motion was defeated, 6-1. (Johnson)
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Hendricks
to eliminate the Misawa travel cost in the amount of $5,000 from the 2009 East Wenatchee Budget.
Mayor Lacy said as Mayor he has spent 11 years or longer trying to build a City Theme and a Sister City
relationship that he treasures, and he believes the citizens in East Wenatchee treasure this as well with our
friends of Misawa. He said he feels this would send a wrong message to our Sister City and the public
that this sister city program of ours is really not that important and that it should be eliminated. He said
this is not something you can measure in dollars and cents, but rather what it does for the people of our
community to have this relationship with our friends in Misawa and to try to put a price tag of $5,000 is
not the impression he wants to give.
Council Action: Councilmember Johnson said he would like to withdraw the motion, Councilmember
Hendricks withdrew the second to the motion.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Barnhart to
change the amount of the Misawa travel cost from $5,000 to $2,500 to send a representative to Misawa in
2009. Mayor Lacy asked for an individual vote, Councilmember Bremmer - nay, Councilmember
Buckner — nay, Councilmember Hendricks - yea, Councilmember Barnhart - yea, Councilmember Raab -
nay, Councilmember McCourt — yea, and Councilmember Johnson — yea. The motion was carried, 4-3.

approve the budget as now constituted with the amendment that has passed. Mayor Lacy asked for an
