LACY, PRESIDING OCTOBER 28, 2008 6:30 P.M. ROLL CALL Councilmember's Present:, Councilmember McCourt, Councilmember Barnhart, Councilmember Hendricks, Councilmember Johnson, Councilmember Buckner, Councilmember Raab, Councilmember Bremmer, and Mayor Lacy. Staff Present: Dana Barnard, Brandon Mauseth, Lori Barnett, Catalina Garibay, Randy Harrison, Joan Sims, and Nick Gerde. PLEDGE OF ALLEGIANCE MAYORS REPORT Mayor Lacy said the Budget Committee has held several meetings and continue to work on the budget. He added there will be a Budget Committee meeting following the City Council meeting tonight. Mayor Lacy said he has had several discussions with the individuals involved in the possible Sportsplex project. He said the project is potentially affected by financial considerations, particularly with the bond market. He added if the Sportsplex project is presented to the City Council in the next month or so it would be on a revised basis based upon a different approach of funding. CONSENT CALENDAR 1. Consideration of Minutes — Regular Session, October 14, 2008 2. Consideration of Bills Council Action: A motion was made by Councilmember Johnson, second by Councilmember Bremmer, to approve the consent calendar as presented. The motion carried, 7-0. Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded in a listing, which has been made available to Council. As of this date, October 28, 2008, Council does approve warrant numbers 20812-20873 in the total amount of $111,996.07. Warrant numbers 20703, 20591, 20824, 20832 were voided. As of this date, October 28, 2008, Council does approve warrant numbers 26707-26795, and direct deposit payroll warrant numbers 213-224, in the total amount of $307,435.25, paid September 5, 2008, for the month of August 2008. As of this date, October 28, 2008, Council does approve warrant numbers 26796-26878, and direct deposit payroll warrant numbers 225-242, in the total amount of $311,763.49, paid October 5, 2008, for the month of September 2008. Councilmember Barnhart, to authorize the Mayor to sign a Notice of Termination of the Option Contract for Sale & Purchase. The motion carried, 7-0. ORDINANCE 08-10-02 First reading of an ordinance property taxes in the proposed 2009 East Wenatchee Budget. Mayor Lacy read first reading of the ordinance. COUNCIL REPORTS Councilmember Johnson said he attended the Association of Washington Cites (AWC) in which fourteen cities were represented. He said the main topics of discussion included finance, transportation and infrastructure. Councilmember Bremmer reported that he had received complaints from citizens regarding the bike lanes in which citizens complained of not keeping the bike lanes well swept. Mayor Lacy said he will waive the executive session as there is an individual not in attendance that would be necessary for the executive session. Councilmember McCourt submitted minutes from the Chelan -Douglas Health District meeting held on September 15, 2008, and from the Housing Authority of Chelan County & the City of Wenatchee meeting held on September 25, 2008. Councilmember Raab submitted minutes from the Storm Water Utility Management Team meeting held on September 18, 2008. Wenatchee Valley Humane Society submitted a 3rd Quarter report for 2008.
