ROLL CALL
Councilmember's Present:, Councilmember Hendricks, Councilmember Buckner, Councilmember
Johnson, Councilmember Bremmer, Councilmember Raab, Councilmember McCourt, Councilmember
Barnhart, and Mayor Lacy.
Staff Present: Devin Poulson, Brandon Mauseth, Randy Harrison, Nick Gerde, and Catalina Garibay.

DEPARTMENT REPORT
Finance Director, Nick Gerde, reviewed the revenue and expenditure reports for the month of September
2008.
MAYORS REPORT
Mayor Lacy said there is a scheduled tonight following the City Council meeting regarding the 3`d Street
SE Stormwater infiltration ponds.
Mayor Lacy said he was contacted buy a citizen who had expressed concerns with regards to dust control
in construction sites located in residential areas. He said this individual had contacted the City regarding
dust control and was told that the City does not have an ordinance to govern dust control. However, when
a complaint is made, the City Code Compliance Officer goes out and asks the contractors to water the
area to control the dust.
Mayor Lacy said the Department of Ecology has the authority by state law to govern dust control which is
not exclusive. Therefore, the City could also implement an ordinance to govern dust control in
construction sites.
Council discussed looking at what other jurisdictions do and whether monetary penalties and warnings are
ever issued regarding the issue. Council agreed to consider an ordinance governing dust control in
construction sites of the City. Mayor Lacy asked City Attorney Poulson to draft an ordinance for
consideration of the Council.

Council Action: A motion was made by Councilmember Johnson, second by Councilmember Raab, to
approve the consent calendar as presented. The motion carried, 7-0.
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense
reimbursement claims certified as required by RCW 42.24.090 have been recorded in a listing which has
been made available to Council.

Councilmember Buckner submitted minutes from the Wenatchee Valley Transportation Council meeting
held on August 14, 2008, and from the North Central Washington Resource Conservation &
Development meeting held on September 10, 2008.
